Annual World Sfl Production 2S5 Million Tom kxmct. AnouMn mom e trm acmnTw - i i n i Mailmen Organize Effective Congressional Lobby Force Bj A. ROBERT SMITH WASHINGTON Want to know works? If so, just ask your postman for he and his co-workers have developed quite a technique for deluging Congress with appeals for a pay raise for postal workers. Ill Veteran Capitol Hill observers say the mailmen have one of the most effectively organized lobbies ever to storm Congress. Their representatives are here ; now telling the post office k civil' ser vice committees that it's time for a raise. But the real steam behind this plea comes from the grass roots. Her i hnw nnn sMTPtarv to a Pacific Northwest member of Con gress described the' situation: We are now getting more mail on the postal pay raise than any other single item yes, includ ing McCarthy and anything else you can think of. It is not just from the mailmen themselves. They seem to get their wives to write, their sisters, their children. And that's not alL form Left at Stores We got mimeographed letters signed by various tradesmen in our state grocery store owners, filling station men. They want the postal workers to get a raise. Ap parently the mailmen leave these letters wherever they trade and urge the store owners to send them to their congressmen. Membership in the organized postal workers unions runs about 500,000. That number seems to have a lever effect on Congress by virtue of its even geographic dis tribution. That is, every lawmaker knows he has a number of postal votes in his area. Thus far some 100 solons have appeared before committees this year supporting the postal pay raise bill. Others Get Raises - The postal workers run inter ference for virtually all other fed eral workers when it -comes to lobbying in Congress, for the non postal workers are poorly organi zed by comparison. Consequently, postal workers have fared better through legislative benefits in the last 15 years than have other civil service employes. But hav ing allowed higher benefits to post al workers, Congress usually fol lows up with somewhat similar treatment for the others. Tl,:. .. Grains other than soybeans gen erally closed lower. Lard, however, was very strong much of the week, setting new season highs. Rye suf fered the most pressure, coming close to its season lows. Wheat ended the week y-2V lower, corn V lower to higher, oats IVi lower to 1 higher, rye li-4V lower, soybeans Vi lower to 11 cents higher and lard 10 cents to $1.58 a hundred pounds higher. ,w : . ! . .. ! Presi dent Eisenhower instead has ad vocated a program! of salary adjustments through job reclassi fications and additional fringe benefits, such as hospitalization and unemployment; insurance. Some workers, mostly in low levels," would get ho pay increase others would get; only token raises; while a comparatively few in the upper brackets would get sizable boosts. Principle behind this plan is to provide financial in centive to work up to more respon sible jobs. ; j Worried About Budget "Moreover, the administration points out that a general pay raise for all government employes would play hob this year with other re lated economic factors it is try ing to control size of the feder al budget, tightness of the nation al debt just under the statutory debt ceiling. j j But Congress is lending an ear to the postal workers, for this is an election year;' and there seemingly is general respect for the voting power they can muster in every city and hamlet in the land 11 ! Then in the' final three days it mustered enough strength to more than wipe out its previous losses. The week closed with the Asso ciated Press average of 60 stocks at a new 1954 high of $116.70, the highest mark of the average since June 2 of 1930. 5 Most of the week the strength of the market was lodged ia the aircrafts, motors, steels, oils and railroads. . British Say Illegitamacy Exaggerated LONDON W -4 The Churchill government Friday described as "grossly exaggerated" persistent reports that American servicemen have fathered 70,000 illesitirrrte children in Britain, Actually, said a government spokesman, the fig ure is less than 1,200. "The Americano: authorities in Britain have received some 1,200 inquiries from unmarried mothers, and some of these were probably duplicated," Foreign Undersecre tary Anthony Nutting told the House of Commons.' He replied to R.; W. Sorensen, a Laborite. who said an "increasing number of young women and their children was, suffering unnecessary hardships and sufferings f U. S. Rome Crowds Greet Pope VATICAN CITY (ffl Joyful shouts of "viva Q papa" greeted Pope Pius XII Friday jupon his first public appearance in two months. . fL Briefly, for less; than a minute, the 78-year-old ruler of the Roman Catholic Church appeared at win dow of his Vatican Palace apart ment, where grave illness with a stomach ailment has confined him since late in January. j The occasion was the gathering in Rome of Italy's famous Alpine mountain troops. The pontiff was too far away for his face to be clearly seen. The few who had thought to bring field glasses could see that he was smil ing happily. Indochina Red Losses Heavy WASHINGTON i Gen.
