When the employers refused to recognize the union claim, i strike was called against both firms. Winslow, 25, now employed as a parking lot attendant here. He said he under stood the State Unemployment Compensation Commission had by passed him and interviewed an applicant who was lower on the list when a $296.-a-month job as field examiner was to be filled. Winslow said the complaint was filed in Portland Monday morning with Mark A. Smith, deputy state labor commissioner.' Winslow based his complaint on an investigation made by a re porter for the Oregon Journal. The newspaper carried a story Monday saying that Gordon Shat tuck. personnel officer for the commission, had told the reporter that Winslow. was not interviewed for the job because he apparently was not fully qualified and be cause his race would put him at a disadvantage in dealing with the public. The newspaper and the Asso ciated Press erroneously reported on Sunday! that state officials were to discuss the complaint in a meet ing at Salem Monday. State officials said Monday they had not received word that a com plaint had been filed and there fore no meetings had been sched uled. ; A spokesman for the commis sion -reported Monday that Wins low's application so far had not actually been rejected, and there fore no violation of the state fair employment practices law had occurred. Portland Livestock Industrial Output Drops WASHINGTON w - The Federal Reserve Board reported Monday that its index of industrial produc tion declined two points in January to 125. This compares with a fall of three points in December and two points in November and with an index ,of 134 for January, 1953 The board noted that at 125 the index was higher than for any oth er January of the postwar period except for January, 1933. Sym ington (D-Mo) told the Senate Mon day that "we may now be looking down the barrel of a possible inter continental attack? by new types of Russian long range bombers. Symington, former secretary of the Air Force, said that if it is true, as reported, the Soviets have swept-wing, turbo-prop bombers in squadron service in Northern Rus sia, their atomic potential may be greater than ours. He asserted this country does not have "a single modern long range bomber wing in action."
