Tbs StdtMouofe Salem, Ore4" Tactical Use of A-Bomb Cited NEW YORK, Dec. 2M)-The time has come to think of using the A-bomb against armies, says Dr. Vannevar Bush who was head science man In World War Two. Dr. Bush tells his revolutionary views in the January Reader's Digest in an article, "The Weapons We Need For Freedom." He says the Red hierarchy may become able to prevent delivery of atom bombs onto its great indus trial and administrative centers. "The danger point will have ar rived.' he says Of that period. "At that time we must be able to stop their armies. We -need to think of the A bomb as a tactical weapon to stop treat armies. It may even be true that we would De nearer rism. au thines considered, to think in these terms today." x z x Russia may be able to stop our A-bomb In of her industrial centers. Dr. Bush says, by developing radar warning nets, anti-air cralt artil lery, ground-controlled intercep tion with jet crart ana ground to ut missiles. . These latter missiles be says will travel at bullet speed along radar beam. They will be the key defense against high-altitude attack. They will carry heavy charges and proximity fuses. Dr. Bush intimates wt have a few ef these, but not in quantity , and not in tested reliability. He thinks the Navy will remain as important as ever but will be auite different. It won t use hat tleships. It probably .will have to produce high-speed ships to carry men and munitions because that will be the best way to avoid tor pedoes from submarines. : Dr. Bush says most of the sub marine equipment we used in World War Two appears to have been made obsolete by the new homing torpedo. We have new, light-weight anti tank guns, which a jeep can carry, that will pierce the armor of the strongest tank likely to be built and probably make hits on the first shot at almost a mile (1500 yards). Of this new gun he says: There has appeared a new anti tank weapon of great power which Jean render the heavy tank largely obsolete, ima is important, lor tne Russians are said to have 40,000 tanks, many , of them heavies. There was no immediate com ment from the White House or other administration officials. Senate Republican Leader Wherry, of Nebraska, said any agreement to commit U. S. foot soldiers to western Europe ought to have senate ratification. He said Hoover's speech bolstered that approach. Senator Benton (D-Conn). "I think we have twice made the mistake that the principal respon sibility for the defense of west era Europe depended upon the western European nations. . . I do not think we can key our foreign policy to the key theme of. former President Hoover. The fort, the broadcast said, will be. equipped with medical supplies and will be able to treat persons who have been exposed to radiation. Today the news director of the radio station received a post card that read; "Dear Sir: Thank yen for your broadcast stating where the people of Charleston, S. Dec. 20-WVOre- gon civil defense procedure out lined at a Salem meeting was at tacked today by Mayor Dorothy Mccuuougn Le as steps were taken to speed the program's operation. Mrs. Lee said she protested the plan at the meeting but agreed to withhold comment until Gov, Douglas McKay made a decision. Later, she said, she learned it had been reported to the press. . unaer tne plan, outlined at a meeting of state, county and city police, :. cities and other areas would first seek aid from their counties, then ask the state if necessary. Meantime, the state civil de fense chief, Louis Starr, said Ore gon's air raid warning system could be alerted immediately. Portland's deputy defense chief, James Purcell, jr., said that the recruiting of 600 auxiliary police for a 2,400 member emergency force is of the "utmost urgency. They will be trained in first aid, criminal law, chemical and bio logical warfare, traffic handling and organization, Purcell said. Cause of death cannot be deter mined because of the decomposed condition of the body. County Coroner George H. Adler said, but police speculated he may have been slain. This was based on the absence of any weapon and the discovery of .410 gauge shotgun shell casing. The hands are missing.
