Tactical Use of
A-Bomb Cited
NEW YORK, Dec. 2M)-The
time has come to think of using
the A-bomb against armies, says
Dr. Vannevar Bush who was head
science man In World War Two.
Dr. Bush tells his revolutionary
views in the January Reader's
Digest in an article, "The Weapons
We Need For Freedom."
He says the Red hierarchy may
become able to prevent delivery of
atom bombs onto its great indus
trial and administrative centers.
"The danger point will have ar
rived.' he says Of that period. "At
that time we must be able to stop
their armies.

produce high-speed ships to carry
men and munitions because that
will be the best way to avoid tor
pedoes from submarines.

marine equipment we used in
World War Two appears to have
been made obsolete by the new
homing torpedo.
We have new, light-weight anti
tank guns, which a jeep can carry,
that will pierce the armor of the
strongest tank likely to be built
and probably make hits on the
first shot at almost a mile (1500
yards). Of this new gun he says:

controls was signed into law to
day by President Truman.
The controls are continued un
til March 31 to give the new con
gress time to consider the matter

atomic attack, the city's safest
spot would be Fort Moultrie.
The fort, the broadcast said,
will be. equipped with medical
supplies and will be able to
treat persons who have been
exposed to radiation.
Today the news director of the
radio station received a post
card that read;
"Dear Sir: Thank yen for
your broadcast stating where
the people of Charleston, S. G,
will take refoge when I use
the bomb.' A note has -been
made. Your country Is very kind
to keep me posted as it does ef

Attacks Civil
Defense Plans
PORTLAND. Dec. 20-WVOre-
gon civil defense procedure out
lined at a Salem meeting was at
tacked today by Mayor Dorothy
Mccuuougn Le as steps were
taken to speed the program's
operation.
Mrs. Lee said she protested the
plan at the meeting but agreed to
withhold comment until Gov,
Douglas McKay made a decision.
Later, she said, she learned it
had been reported to the press.

out the work from Ashmolean

(AVPolice authorities continued
to puzzle today over the mysteri
ous death of a middle-aged man,
whose decapitated body was found
three days ago.
Cause of death cannot be deter
mined because of the decomposed
condition of the body. County
Coroner George H. Adler said,
but police speculated he may have
been slain.
This was based on the absence
of any weapon and the discovery
of .410 gauge shotgun shell casing.
The hands are missing. The
head, dragged into a yard of
home in a fashionable district
here, uncovered the mystery.
Reports of missing men are be
ing checked.

Congress rushed action on a $20

balked at reviving some of Presi
dent Truman's sweeping World
War II powers-
Simultaneously, the house pass
ed and sent to the senate a master
plan for the nation's civil de
fensedesigned to provide bomb
shelters for millions of Americans
and otherwise prepare for the
dangers of atomic attack.
There was no haggling over
money to speed the U.S. rearm
ament program. In fact, the sen
ate appropriations committee
wrote in more than $2,000,000,000
over and above the huge funds
