rents Ask n rai Fraternities Made Legal V PORTLAND, Oct 22 -HP)- A proposal to make fraternities and sororities legal in high schools was put forward here today. A committee of parents, whose youngsters now belong to the groups, suggested that all secrecy be removed from the groups and that they be recognised by schools. The membership would remain exclusive under their proposal. Sacred Heart academy and Salem academy will compete for prizes in a speaking contest on the subject "Voice of Democracy," sponsored by the U.S. Junior Chamber of Commerce and the radio industry, it was announced last week. Two chosen from each school will give five-minute talks before three Judges within the next two or three weeks, and the three chosen as finalists will talk via radio (KSLM) to determine first, second and third place. Regional and state winners win be chosen later, the latter to com pete tn the national contest. Mayor R. L.
