"It is the part of good business judgment to .buy now." Ellis, pointed to higher wage scales prevailing under NRA as one basis for the Increasing costs ot goods. Ellis yesterday received a rul ing- from NRA headquarters that there was nothing la the blue eagle code to prevent an employer from discharging incompetent help to be-replaced by competent workers. To ; discharge employes - receiving more than the minimum wages only. to replace them by minimum wage-paid employes is in violation ot the code, Ellis said, - - ' . Employers may require help to attend a reasonable numbers of sales and educational meetings after hourr without counting the time as work done during the week, Ellis ruled. If the meetings, however, are held during regular, working hours, the time spent must be paid for by the employer.
