The house rules committee ore- tented a resolution today to dis agree to all the soma 1,250 sen ate amendments and request conference with that branch. Re publican leaders are confident of the adoption of the proposal aft er several hours debate. The rule makes no provision for pre-conference votes on controver sies between the two houses. Un der a gentlemen's agreement be tween republican erouns. however. the house conferees will be pledged not to agree in conference on the sugar, cement, lumber and shin gles duties until the house has naa an' opportunity to go on record on these items. In this connection, word wa going the rounds today that the house, tt put to the last, prob ably1 would Una) y far the lower seaate duties ou sugar and cement and tor free soft wood lumber and shingles. The house measure, passed without a roll call on any of these Individual Uama, carries higher sugar and cement rates, a. duty of 25 per cent on shingles, now free, aad no duty on soft wood lumber. The senate- bill leaves shingles free but places a levy of $1.50 a thousand board feet on lumber made from fir. spruce, pine, hem-J loex and larca. (AP) A plan submitted to the soviet government recommends the tree ing ot wives and mothers from do mestic duties and child care that they may have equal opportunity with men in carrying out the gov ernment'a Industrialization plan. The proposal worked out by a special' "commission for improv ing the conditions of labor and life" also aims at "collectivization ot city life," by encouraging col lective forms of labor, rest and re creation among the city prole tariat. Under this project it would be be forbidden to build kitchens in newly erected dwelling houses, while existing kitchens would be converted into nurseries, kinder gartens, shower baths, reading rooms, and other places for pub lic use. Houses accommodating lev or more dwellers would have only one large communal kitchen end a common mess room. -Large spartaent buildings or groups of smaller houses would have their own nursery ant kin dergarten, with all children ot the house to be taught and taken care ot by trained nurses and teachers. Furthermore from every eommaa ity of e or more persons, aepar ate laundries, meeting- halls, baths and so oa. are planned. Throughout the day a squad ot national guardsmen supervised by Adjutant General W. G. Halthu sen stood in uniform but unarm ed, about 200-'feet from each of the polling places. Gal legos, a citizens ticket supporter, from one of the polling places. Nayhr Suffers Stroke; He Is Seriously, 111 BROOKS, April 2 John X. Naylor suffered a stroke ot paral ysis at his home Thursday morn ing. He is still in a very serious condition, his left aide being' par alysed. V. Johnson, head ot Iia real estate division of the state Insurance commissioner's office. A total of 123 complaints were lurestigated during the year and of this number 41 had facts to substantiate them, according to Johnson's records. Restitution was xuade in all these cases through the real estate department. The department conducted six formal hearings during the year One license was suspended, five were cancelled and one applica tion for a broker's license was denied. A total of 2157 real estate bro ker's licenses and 459 real estate salesman's licenses were issued The number of brokers' licenses was less by five and the sales man's licenses less by 254 than the previous year.
