age TWd HI OF FRUIT IMPEDED Secretary of Agriculture's Ruling Final, Attorney General Holds The state of Oregon would hare oo authority to impose a quaran tine preventing the importation ot fruits and vegetables from Flori da, in case the quarantine now existing is lifted by the secretary of agriculture, according to le gal opinio handed down by the attorney general here Thursday. The opinion was requested by the Oregon State Board of Horti culture which. In a letter to the attorney general, said that the federal plant quarantine and con trol administration, contemplated amending its present quarantine order so as to permit the shipment cf treated fruit from Florida into Oregon. The board sought - an opinion as to whether the Oregon law was broad enough to make it possible to prohibit the entrance ,of such fruit into Oregon. "In the absence of an act of congress giving the states power to continue a quarantine after it has been lifted by the secretary of agriculture," read the attorney general's opinion, "I am of the opinion that under the rule estab lished in Oregon Railroad and Navigation company against Wash ington, the right of the state to establish a quarantine against fruits, plants and vegetables, en tering from other states, has been -superceded by an act of congress vesting the right in the secretary of agriculture to establish such a quarantine, except as this right has been re-established in. the states by virtue of a fedecal amendment, which Is not broad enough to continue the quarantine against fruits and vegetables from Florida after the quarantine has been lifted by the secretary of agriculture." Opinion Handed Down Regarding Dental Insurance There is no legal objection to an insurance company writing a policy, covering members of the Oregon state dental society, under an agreement that in case one of the Insured is sued for malprac tice the dental society wilL with out expense to the insurance com pany, furnish expert witnesses in defense of the action. This was the substance of a le gal opinion handed down by the titorney general here Thursday. The attorney general held that there is nothing in such an ar rangement that would require any one to give false testimony. The opinion was requested by Clare A. Lee, state insurance commissioner. Have you noticed the number of new names which are appearing among the leads in moving pic tures? It is interesting to note the way in which all the big pic ture concerns are watching with eagle eye the stage fields of Broadway for good voices, good dancers, and good actors. The day for posing is past in the mov ing picture world. There are still a few of the "pretty but dumb" variety on the screen, but the pos- ; slbilitles are getting so much greater that it is requiring ability to "feel" and speak as well as '"look," and the result is a fast changing type of leading men and women and increased emphasis on the supporting cast as well. A few of the names which will not be recognised at once are Charles Bickford, Kay Johnson, Karl Dane, Elliott Nugent, Ro bert Montgomery, Phyllis Crane, Sally-Starr. Fay Templeton, .De Wolfe Hopper, (the latter two are well known on the stage but new to pictures), all these and many more there are which you will hear of and see and of which you will find mention in The Call Board from time to time. Just because you do not know the lead don't let that discourage you or make you feel that a show might not be so good. Some of the best are still to come and to discover them will be more fun than to see old favorites. Coal Miners to Go Out on Big Strike, Report CENTRAL CITY, Ky., Dec. 12. (AP) Union coal miners in the 40-odd mines of western Ken tucky have voted in favor of a strike to enforce recognition of the union and restoration of the 1917 wage agreement. There are from 15,000 to 18,000 miners in western Kentucky. In announcing today that the Tote as tabulated thus far stood 8,386 to 193 in favor of the Ftrike. W. D. Duncan, district president, said the next step lies with the executive committee of the United Mine Workers of America. Valuations fixed on railroads nnder construction, logging: roads and rolling stock in 1929 aggre gated $2,231,985, as compared with $2,317,980 a year ago. Val ues of steamboats, sailboats, sta tionary engines and manufactur ing machinery increased from $20,690,607 in 1928 to $21,027, 521 in 1929. There also was a slight increase In the valuations placed on merchandise and stock in trade. In 1928 these valuations were $46,187,391, as against $46, 710,879 this year. Valuations on farm Implements, wagons, carriages and motor ve hicles increased from $5,398,044 in 1928 to $5,689,371 in 1929. Values fixed on notes, money and accounts decreased from $15,035, 062 In 1928 to $13,179,458 in 1929. There was a marked reduc tion in valuations of shares of stock. In 1928 these shares of stock were valued at $3,756,659, as compared with only $8,385 for the year 1929. This reduction was explained by a decision of the United States supreme court, which that certain bank shares were not taxable. Valuations on hotel and office furniture decreased from $5,680, 535 in 1928 to $5,642,610 this year. II (AP) -A proposal by H. C. Lakia. pre sident of the Cuba company, look- ins toward having- Latin Ameri can countries bring pressure to hear against a sugar tariff In crease by the United States was discovered today by the senate lebby committee. Sharply Questioned la regard te the attempt, Lakin whose company has large sugar holdings in Cuba and who has been active la behalf of a low sugar duty informed the committee he was "very much ashamed" of his ac tion and added he had been ''re buked" by Rafael Sanehes Aballt. Cuban secretary of communica tions, to whom the proposal was made. The information was contained in ft letter from Lakia to Aballi last March. It was obtained from Lakin'a files by ft lobby commit tee investigator and read into the record today by Chairman Cara way of the committee. The letter said: "There is ft matter In which I believe you could be of the great est benefit In connection with the sugar tariff. According to my views, one of our most important arguments Is that other Latin American countries will claim that if Cuba's close relations with the United States result la dam age to Cuba they had better fight shy of having a similar thing hap pen to them. "Therefore It seems to me that it would be a good thing to call the situation to the attention of the appropriate persons in other Latin American countries.
