PARIS, Jan. 14 (AP) Angry merchants of Boulogne Sur Mer have stopped using electric lights in their shops to. spite the city government for imposing a long string of new taxes on them. For two nights and night falls- at 4:30 o'clock these days the places of business and butchers bakers and candle stick makers have had the sonire air tney knew 100 years ago with flickering can dles and dim coal oil lamps sup plying the illumination. Electric bulbs still glow In the street lamps for the city takes care of that, but street lamps are few and rather far between in the winding old by-ways of this an cient town. Meanwhile the municipality is losing revenues from its electric light plant as meters are no longer count!?? off kilowatts In the shops. 'That is just as the mer- hants intended it should be. The merchants declare that if the municipality does not remove the new taxes they will go even further In warring against public exchequer. They could, for ex ample, quit riding in the tram ways, cease washing their hands and faces with water from the mu nicipal pipes, refuse to let the public rag picker carry away their transh or deny their garbage tc the city scavenger. ATLANTIC CITY. Jan. 14. (AP) Fake universities dealing in fraudulent degrees, sold prin cipally to gullible clergymen, can be reached and eliminated most easily through the publishers of their misleading advertising, W. E. Humphrey, chairman of the federal trade commission said in an address prepared for delivery today to the Associatiep of Amer ican colleges in session here. Characterizing these "diploma mills" as fakes, frauds and pirates Mr. Humphrey declared they were libels on education and a travesty upon honesty and fair dealings. The only requirement for gradua tion from these schools, he said, is cash. Asserting that the growth of correspondence schools in the United States had been , surprls inely rapid. Mr. Humphrey said there are today 350 private cor respondence schools with more than 2,000,000 students paying more than $70,000,000 annuall) in tuition. There! has been, a movement among the responsible correspond ence schools recently to eliminate the fake university as far as pos sible, the - association was told but there still remains scores of so-called colleges maintained sole ly to sell degrees to gullible buy ers. ; Many of them are conducted by one man and often by a man and tjls wife, said Humphrey, adding that entrance requirements con sist of the student's abiity to pay and graduation depends on nis tKiMtv tn tppn on Davine for a stated time. A large number of the one-man schools deal exclusively in ae e-rees for clergymen, it was de clared, one Chicago school, cited as an example, selling degrees to clergymen of the Church of Eng land.
