Bar ren, president of the Wall Street Journal, in an interview given on the eve of his departure for Amer ica tomorrow, said that American rubber users have acted too late in dealing with the rubber situa tion and mar consider themselves lucky if they do not have to pay still higher prices. He. advised the saving and utilizing of all the old rubber in sight. 1 . Mr. Barron said that several months ago he had advised Amer icans that the United States ought to cooperate in the proposals for stabilizing price of rubber at IS pence (36 cents) a pound. "American manufacturers, however, denounced the 18 pence stabilization proposal and now they are paying the penalty."
