CELEBRATION without a campus, operating in Boston and is engaged In gather ing and disseminating Informatics concerning national emergency of all types and methods of- reducing loss of life and-property in emer gency. It focuses its work upon earthquakes because they include Virtually all types of hazard. The headquarters of this college are in an old house on Beacon Hill into which come. reports from ev ery section of the world that re lates to disturbances within the earth.,-It is from these reports. Which scientists study constantly that deductions are drawn, new methods '. of prevention developed and steps taken to wage the fight against destruction. t : Adequate evidence is shown that if proper precautions are taken in advance the maximum destruction from any. earth disturbance can be re duced by 75 per cent. j The Foundation follows the two cardinal pHnciplesbf the college as an institution; the organization of knowledge by, research and the transmission of that knowledge by learning. , its teaching program is concerned first , with the traas mission of knowledge to the men who will be called upon to lead in an emergency and second to the Burnett Bros. Tni m . r t. v m - - i a - t ? mum The study of the earth and the services of the : city, the second part "of the research program, calls for a series of inquiries into the structural conditions and read justments . of .the earth with, re spect, to the carrying on of the services, or the work of the city. The services of the city are con sidered by the Foundation to in clude construction industries, fuel services, life and fire Insurance and the like. A study of the earth In its relation to these services and the effect an earthquake of given intensity might have upon them M planned as a-basis upon which men can understand and use effectively the met nods to prevent the maximum of destruc tion. Such a study is designed particularly ' to develop organized knowledge by which loss of propT erty can be minimized and. thus minimize human loss and suffer ing. . - All this knowledge, once gained by 'research, must be taught. Thus the second function of the college Is brought Into play and the Foundation has outlined its teach ing program so that the knowledge thus gained can be put into prac tical use in the event of disaster. In its efforts to reach the whole public with its knowledge of how to prevent destruction, the Foun dation announces that it will issue 15 bulletins during the coming year. - In addition: to these bulletins re ports on methods of organization of written sources of knowledge of earthquake hazard - and on re search sources prepared for the American Reparations Commission twill be published.
