Moscow Seeks Foreigners Jo Rebuild Its Dwellings MOSCOW.- American' contrac tors are invited by the Bolsevik government to rebuild ruined or dilapidated buildings in Moscow. In return" for this work the gov ernment offers the Americans pos session of the restored buildings for rental .purposes for a period ranging from ten to 40 years. At the end of that term the buildings automatically become the property of the government. As the Soviet government has no immediate means of its own to build new dwelling houses, office buildings - or other structures, it has adopted the expedient of hav ing foreigners or Russians who" posses the necessary means? take over ruined or partially damaged buildings for reconstruction pur- Lposes. Marking distinct advances in the company's refined and lubric ating oil business on the coast, the Union Oil company of Califor nia has just launched j two new vessels. The "Iledline, a, shallow draft, twin screw vessels, is spe cially constructed for use in the river territory of central Califor-. nia. It has a draft of eight feet six inches when f ully.loaded; a capacity of 150, 000. gallons, in addition to fifteen tons, of package goods, and a speed ofnine knots. It is 175 feet long. There are practically no places along the Sacramento and San i Joaquin rivers where the "Redline" cannot make a .... delivery. The motor equipment consists of itwo 165 horse power four cylinder, four cycle Diesel engines. The vessel was sponsored by Mrs. T. A.
