Edward -Mahoney, .merchant of South Salem, appeared ' before members of 'the school board with a complaint that his business was being - hindered by actions of the McKinley school 'Officials. The matter rested upon 'the ' principle of whether the school .' principal had the authority, or right to keep the children on the school grounds during the noon hour.
