WOULD STABILE FLOY OF YHEAT Premium Covering Storage Charges to Be Added to Basic Price NEW YORK June 13.- To pre serve a natural flow of wheat from the farm, periodical premium cover ing storage charges wll be added to the basic price st various guarantee markets, according to an announce ment here tonight by Julius II. Barnes. United States wheat director. These premiums will not be Intro duced by July when prices prevail ing for the last year wll remain In effect. For each succeeding month. however, premiums will be an nounced 30 days In advance. Mr. Barnes also announced rail road rates from the lnter-mountain and Pacific coast territory to Galves ton snd New York will be reduced to 56 rents per hundred, the equivalent to 33.6 cents per bushel. This re duction. Mr. Barnes explained, is in tended as a relief to the producers in those sections ss the grain cor poration cannot pursue Its practice of making effective a $2 blanket minimum mountain price for all wheat at nter-mountaln points, but rill be obliged to confine itself to paying $2 at Pocatello. Great Falls and Salt Lake City, leaving the rest of the western territory to base on the commercial market most readily reached by it. To assure a larger flow of wheat to the gulf ports. Mr. Barnes said he had decided to seek an executive order increasing the number 1 base nrice at Galveston and New Orleans from $2.28 to $2.30 per bushel. He added he expected this change would become effective July 1. RraoDi f the Aanaa! Here Is the way one westJrn fann er sixes up the hard-surf see road sit uation: "Paved roads are fine for the au tomobile owner and would be for the farmer hauling with horses, especial ly when we have a wet winter; bat taking the estimated cost of pavtas or hard surfacing, which is given ss ranging from $23,000 to $55,000 s mile, when would we ever get out of the hole? Under ordinary soli con ditions If we could only put SI SO to 1100 a mile In grading we would have roads that we could get ovsr nicely. Most of our hauling Is done tA July snd August when the dirt reads are hard enough to permit ns to haul from 75 to 100 bushels of whest to the losd. With psved rosds the farmer would have to keep his horses shed sll sround snd would hsve to csre for them In the barn. He could not turn a bunch of sharp shod work horses out to pasture, and that would mean an, additional ex pense besides the extra work. Let ns first get sll of our roads graded snd properly drained. That .would be a great benefit ta everybody." CHICHESTER S FILLS tsssvr-. IHi PIAMOWP aXtASBt. A. . i tl aTs r !lZm?ZIULm t PraaaTS.
