A restrictive edu cational force is Imperative in all the lines of hnman activities from the family home through all the g-des of organized communities and up to national in form. In the family, that force Is fixed, by divine right In the parents, and the commandment to the children Is to "Honor thy father and thy mo ther that thy days may be long In tie land the Lord thy God glvetb thee' but In national government that force must be designated and signed by organic ordinance, grant, ing delegated power, strictly segre gated and properly interlocked. Experience has established the fact that the constitution of the United States of America embodies the fundamental principles of good government as set out in the Declar ation ' of Independence, and stated by President Lincoln as "A govern ment of the people, by the peop;e- for the people." In the management of government activities, the several departments, executive legislative, and Judicial, are hut the creatures of the govern ing forces and respond in kind to the demands of the controlling forc es. , Imperialism as herein defined Is cot limited to the rulings of kings and emoerors, but may be by mobs Bolshevism, union organizations. capitalistic combinations, erlmlnal- poxrlalism. as represented by the T. This Is the worst kin 1 of Imperialism, -because it represents the animal and ma terial side entirely. The character of the govemlnr forces determines the standard of administrative department and. gov ernment activities. Therefore. If; Americanism Is to be maintained as established and maintained thus far under the constitution of the United states., the source of power must be kent pure and fixed. The governing force under our form of government is in the vo ter, qualified under the laws grant ing suffrage. .. Intelligent knowledge and 100 per cent loyalty Should be the test.
