Citizenship must therefore, bo

signed by organic ordinance, grant,

gated and properly interlocked.
Experience has established the
fact that the constitution of the
United States of America embodies
the fundamental principles of good
government as set out in the Declar
ation ' of Independence, and stated
by President Lincoln as "A govern
ment of the people, by the peop;e-
for the people." A government guar
anteeing to everr law-abiding citi
zen the right to life, liberty and the
pursuit of happiness whlle the
form of the government Is essen
tial. In providing means of mainte
nance and fe-euarding Individual
rights, yet the imperative need Is
Intellectual Integrity. . guided by en
lightened, loyal, patriotic citizenship,
pureed from sectionalism, class ha
tred, organized . selfishness, and
personal ambition.
In the management of government
activities, the several departments,
executive legislative, and Judicial,
are hut the creatures of the govern
ing forces and respond in kind to
the demands of the controlling forc
es. ,

government policies.
The chronicles of time in mythi
cal lore give only conflicts of heroes
and heroines, with mythical gods and
history since the days of Moses and
Joshua. Is blotted with the rulings
of autocratic forces In the govern
ments of the world, all more or less
savage in mode and manner..' with
few exceptions far between and of
short duration.
In view of all these alarming pos
sibilities, it becomes an imperative
necessity to purge the governing
force of our country from all adverse
and disrupting Influences, .by re
strictive legislation touching tb
tight of suffrage, basing the right
upon qualification, with , native as
well as foreign born. Intelligent
knowledge and 100 per cent loyalty
Should be the test.
No foreign language should bo
taught In school below collegiate
grade and no newspaper be allowed
to print views on themes political or
national except In the Kngllsh lan
guage. The language of the nation
should emphatically be Kngllsh. in
all. the teaching... great emphasis
should be put upon the tme Idiom.

school , book.
In the contemplation of the future
of Americanism, there comes with
overpowering force, the hope and
prayer that snrh restrictive suf
frage laws shall be passed and strictly
enforced during the ages to come,
that will Insure an Incorruptible gov
erning force. Otherwise the gov
erning force may in time be corrupt
ed by the ever-increasing diversity
of Interest and a conglomerate jum
ble of fad and faddists In the make
up of the governing force, resulting
finally, into disrupting conditions
which will place a, fiddling Nro In
stead of a Washington la the presi
dential chair, Robespierre Instead
of Solons In the legislative halls, and
Jeffries Instead qf Marshall la our
courts of Justice, followed by a dis
rupting fomentation, riots, mobs. In
surrections and general demoraliza
tion, until some Caesar , shall come
across the Rubicon and repeat the
fall of Rome.
When Rome was in her power, a
Roman senator In pleading the caase
of the people, exclaimed. "Vox Pop
nil Vox Del." (The voice of the peo
ple is the voice of Cod.). Dut It is
of the rirst Importance to Bote there

voice of God and the voice of the
devil. .The devil Is abroad In the

our cities from soap box orators, I

ishness. It moans from the chambers
or capitalized greed, it skalks In war
time from hyphenated loyalty, and
kicks at all restraints at evil doiag.
