Cogan, who represented himself as the Syndicate Press association, has swin dled 500 people throughout the Northwest during the past two years, according to the ' statement to the Jury of Assistant United States Attorney Hall Xusk. -----Upon his arriral In Portland Cogan is said to have oresented Mayor Baker -with a set of the books and asked for a letter of indorsement. With this letter in his pocket and another from Senator Borah of Idaho Cogan sallied forth. , Among his victims who have already testified are : L B. Another said Cogan knocked off , 2 per cent for cash so he was paid the full $68. I . Fraudulent use of the mails is alleged when Cogan sent his "victims" letters telling them the books had not been for warded owing to a shortage of paper, or trouble at the printing house. Lusk said the book Cogan displayed to his customers Is a bona fide publication, classing It as a "good history." An agent for the publishers has been subpenaed to testify to the fihlpment of five sets of the books to Cogan at Portland over a rear aero. The books are still In the freight offices here, Lusk said.
