(WASH INGTON BUREAU OF THE JOUR NAL.) Surveying the empty seats which he was addressing In the sen ate during debate on the packer bill, Senator Smobt of Utah gave his col leagues a lecture on the subject of non-attendance. "I hope something may come to chance this practice." he said. "Sena tors conliot know what important mat ters are in these measures so long as they do not attend." 8enator Kenyon of Iowa, in charge of the bill, said he thought the discourag ing attendance might be due to the impression which has gone out that the present session of congress intends to do nothing but pass appropriation bills. "Many senators subscribe to that." he added, "but I do not, If It were under stood that we meant business and would act on really Important legislation that is pending senators might attend the sessions." Senator - Townsend of Michigan, an other of the few senatori who heard this discussion, asked Smoot If he desired a quorum call "to invite the other sena tors in to hear hlm. "It would do no good," replied Smoot. "It would only Inconvenience senators In their offices who might hear the bell, and those on the golf links wouldn't hear It" So the roll was not called and the absentees were not disturbed. Besides the three senators engaged in this col loquy, six others could be observed In their seats. Total present, nine. Total membership of the senate, 96. Half Dozen Arrested Centralia, Wash., Dec. 21. Charged with drunkenness and disorderly con duct, Jacob Hill. John Max, J. W. Jones, B. Cotter and L. Alien 'were arrested here. Herbert Stevenson was arrested on a charge of exceeding the speed limit IRRIGATION APPEAL TO GO TO HARDING Washington, - Dec. 21. -WASHINGTON BUREAU OF THE JOUR NAL). Senator McNary hag been asked :by Governor Davis of Idaho, in behalf , of western governors, to present Irrigation needs , to President-elect Harding, prior to March 4, with a view to inducing Harding to support comprehensive reclama tion, plans. It is hoped that some pronouncement may come on this line, either, in the Inaugural address or In a, message to the special ses sion of congress, which is expected soon to follow. " McNary stated he has not decided whether to go to Marion or present the matter by letter. This will depend partly '. upon the state of business ' in Washington , and : partly upon desires which may be expressed by Harding as to how it should be presented. Officer Will Arrive At Astoria Soon to Begin Work on Base Washington. Dec 21. (WASHING TON BUREAU OF THE JOURNAL.) Soon after the first of the year a naval construction officer will proceed to Ore gon to start the preliminary work on the submarine and destroyer base at Tongue Point, on the Columbia river. It is expected that the property will soon- be formally in possession of the government by delivery of deeds, and until this is done the navy department of course cannot do anything with the property. ', No appropriation for this base is car ried in the estimates for the coming year, but $250,000 is left over from the current year, and it is believed that this is all that can profitably be spent by June 30, 1922, by which time an other naval bill will be passed. Repre sentative Mc Arthur feels that the lack of an oppropriatlon this year is no dis-( advantage. , "The money will be forthcoming when it is needed," he said. "The $250,000 already provided is enough to care for the work in the first year of expendi ture, and I would not feel Justified in asking more at this time. -1 am as sured that the work will go forward promptly after the. deeding of the prop erty to the government." & & H.
