While the trading was almost entirely professional,' it Is evident that' there has been excellent selling of long stocks by strong interests on the recent rally. High" money rates are expected by most of the street. Congestion of freight Is one of the chief reasons for pie scarcity of bank Ing credit and that in turn waits on ac tion by the interstate commerce commis sion. Wall street Is beginning to worry about the labor , board award which may be announced any day now and which may take up all the increase to be al lowed by the 1. C C, thus leaving; the roads very little better off. In regard to the congestion of steel products at the mills it can be said' on high authority that there Is no present danger of any mill shutting down. Early Tuesday quite a rally was started in the market by a report that the British government bad agreed to take over the French responsibility for the Anglo-French loan in return for an agreement on the part of France to withdraw objection to trading with so viet Russia, r-: The market showed a strong tone throughout the 'forenoon, most of the active . issues moving up from. 1 to 3 points. The Evening Mail today says, speaking of the enormous volume of federal reserve notes in circu lation ; and the light explanation with which the board dismisses the steady en largement of the total, the current issue of the weekly Chronicle is quoted as fol lows : . ' The real explanation sems to be that no attempt ia being made to stop the further expansion in, note circulation. TVie' fdrel HMcm Authorities act on the theory that those notes g out only! In response to trade demands ana tnat so long as they do not come back to the reserve banks for redemption, they can not be deemed, as being excessive In sup ply. To Inject everything on such ah Inflated basis as is now the case is abject folly. To Inject new supplies of notes into-trade channels or even to vol untarily permit them to enter the chan nels of trade at such a time is merely to make the inflation still more pro nounced. Unless the reserve authorities resolve to put a positive prohibition on further note issues it will be impossible to eradicate the evils attendant upon the present inflated basis of things."
