THE. OREGON DAILY JOURNAL, PORTLAND. WEDNESDAY, APRIL 1320. REWARD IS OFFERED FOR LEADERS OF GERMAN r REBELLION I; . By William E. Ifash tpsdal Cab la to Tk Journal tad Tha Chfcaw (OePTtilht it tO, fry Chicato DaUr Nrwi Co ) Berlin, April, 21. Many persons In Germany are wonaering a little syn Ically just what punitive measures will be enforced against the leaders of the Kapp episode. ' This uprising, it will be remembered, wag the signal for the troubles in the Ruhr region and the French occupation f Frankfort, bo the moral responsibility Of its authors is unlimited. I have heard people say that If the government can not punish Gen von Watter, who tried to corrupt the troop In the west, it will never dare to follow ud the others. This morning, however, Herr Dr. BluncU, im perial minister of Justice, explained to me the difficulties which stand in the ww a wa .tirj auiitiHM pvi HIGH TREASON CHARGED - fWe have already arrested Frelherr von Falkenhusen. Dr. von Paull and one ether second rate leader," he exclaimed. They are now In prison in Berlin and will be tried within three or four months. We have done our best to find Dr. Kapp, General von Luettwlt and the rest, but yau must remember that they were In . fluentlal men and they still have many against 20 different persons and placed a reward of 10,000 marks (normally 12500) for the capture of each. We have brought the charee of hiarh treason against them. By means of proclama tlons. I have warned German citizens not to give them aid or subsistence." 'It the fugitives are still In Germany herr minister, what is the trouble with the German police force that it cannot find them?" I Interrupted. , J A ft MX 1 Mi rbiiv "Ah, but who knows that they are in Germany?" came the reply. "The Dan lsh" paper Polltiken recently published a report that General von Luettwitz had crossed into Denmark. Dr. Kapp, It is suspected, has taken refuge in East Prussia, the most monarchical province 01 vermany. moreover, since uie txien sion of" Poland Ao the Baltic sea East Prussia has become almost the same as a foreign country or colony, and our au thority Is much weaker there, as the police are few in number. No, you can tell the world that the German govern ment has done Ita best to catch the Kap- pists, and will punish them severely If they 'are found." In the course , of our conversation an other matter came up, and that was the cause of the panic on the Berlin bourse on Monday. , CONFISCATION THREATENED "No law has actually been published. for the confiscation of foreign securities In private hands," said the minister, "but one will be soon. The speculators heard of it and-plunged Into a wild effort to rid themselves of England and French bonds. I wonder If you realize what a blow this treaty clause deals German finance? It Is not so much In respect to the obligations we hold -against the great western powers, for those were mostly confiscated by the government in the course of the war, but, for instance, with regard to the former German col onies. Before the war we inyesiea mucn money in German East Africa. That is now British territory, and all securities touching Its resources must be delivered into British hands. "Hard as the measure It. however, we will obey it We Intend to fulfill the Versailles treaty. We have the names of all persons holding foreign securities. and they will soon be summoned tq de liver them. Those who refuse will be punished with fines and imprisonment" AGRARIAN PARTY IN RIOT RECORDS ARE BROKEN IN IRELAND gate to the Canadian West. BULGARIA CAPTURES POLITICAL CONTRO L LOOK OUT! SCARLET DAYS COMING fa By Constantiae Stephanore Special Cable to The Journal and The Chicago DaiiX News. (Copyrifht 1820. by Chicaco Dailj Neva Co.) Sofia, Bulgania, April 9. (Via Paris, April 21.) The returns from the general elections for sobranje (assembly) members shows that the agrarian party, kid by Premier Stambouliski, obtained 112 seats, the Communists 48, and the Democrats 23. The bourgeoise parties were literally "put out of the ring,' which simply demonstrates that the peo ple have lost all confidence in the old parties owing to the terrible political t.unders committed In the last six year.. The followers of ex-Premier Rades ihvov had no show in the elections, which were held with a greater decree of free dom than ever before in the history of Bulgaria. Under the present regulations the votes register the people's wishes accurately. The farmers, who compose 85 per cent of the nation, are represent ed by the agrarian deputies. The Com munists elected represent the discontent ed working classes in the cities, poorly paid state and municipal clarks and other elements such as discharged army officers. Premier Stambouliski, who will soon reconstruct the cabinet to form a homeo- j generous ministry, will count on the in -j evitable cooperation of the agrarians and ' Democrats and hence the Communists I will be held firmly under control. With j the country's internal administration j now formally and actually guaranteed, j Premier Stambouliski has carried out j his promise to bridle the Socialists. At the polls, too, the country has once' more 1 demonstrated that it is made up of 'n- lustrious and honest peasants who are inveterate foes of Bolshevism, anarchy and corruption. ; By Percy Sari United Neva Staff Correepondent. London, April 21. The last three weeks have broken all records in the history of Ireland for turbulence, widespread disorders and clashes, according to statistics compiled by Sinn Feiners In a propaganda bul letin which has just been Issued. For the week ending Easter, a record number of raids is reported by the prop aganda bulletin, which asserts that 1113 were made by the police and military during that period. The Sinn Feiners claim that April 3 was the record day, when 513 raids were made. SINK FEIXEHS rSSTMBEEED On other days the number of raids ran from 100 to 200. The statistics claim 103 arrests were the total for the week. "Acts of aggression" for the week were cited by the bulletin, num- bering 1310. The figures do not cover "acts of aggression" by the Sinn Feiners, which would probably run into the hundreds. The bulletin gives details of raids, claiming that on April 3 the pollen and military carried out wholesale raids in the counties of Dublin, Cavan, Donegal, Kilkenny, Sligo and TIpperary. Over 300 houses were entered and searched in these counties, it Is asserted, while over 200 houses were similarly searched in County Cork. SO ADDITIONAL TROOPS For the week before Easter the bul letin shows S84 acts of aggression by the police and military. On the other hand, although statistics are not yet available, the Sinn Feiners are declared to have taken aggressive action at near ly 20 different points on April 4 alone. Bonar Law Is authority for the state ment that there is no doubt but that small arms are being smuggled into Ireland, but that nothing is known of any recent gun-running. The war of fice has declared that the movement of three regiments of cavalry to Ireland was not for the purpose of reinforcing detachments already there, but for re placement due to depletion caused by demobilization. Workers of Sweden Migrate to Eussia; Hours Are Shorter By Hal O'Flakerty Special Cable to The Journal and The Chfcac Daily Newa. (Copyright 1920. by Chicaco Daily Nem Co.) Stockholm, April 21. More than 4000 Swedish workmen registered last week with the emigration authorities for transportation to Russia. This move ment has resulted from the recent strike of the metal workers, when the radical leaders declared that it would be much better for skilled workers to go to Russia, where they would receive big wages for shorter hours. The Swedish government Is willing that the disgruntled workmen should try the experiment and is now making arrangements for committees represent ing those who have registered to go to Russia to Investigate conditions. As soon as they return they will let the workers know how many skilled mechanics the soviet countries are able to accommodate. Celine Amauld and Trlstand Tzara, known as "Modern Adam and Eve," leaders of the Dadist creed of converting the world into a par adise Of love, have arrived here, after being expelled from Switzerland. They propose, they say, to go to America Bhortly to establish there a new garden of Eden, which will be their headquarters for organizing propaganda to combat Billy Sunday, John D. Rock efeller Jr. and others whose theories of Christianity they declare to be abso lutely wrong. The proposed pilgrimage to convert America Is compared to Brig ham Young's famous odyssey to Salt Lake City.
