Thee is no excuse to advance the price of flour unless we are forced to pay more for whea'. It has been known for some time that one Portland company was quoting higher prices for small stocks of wheat at country points in order to force other millers here to boost flour so thst greater profits can be secured. Judge Gary's remarks at the annual meet Ing of the stockholders of the United States Steel corporation held at IIo boken, N. J., today save very little hope of a stock dividend, thus fur nlshlng the basis for an attack on steel shares which sent prices down about 2 points. While this prospect is rather disappointing; to those who have recently become owners of steel stock In the expectation of falling- heir to a distribution of surplus earnings, it Is imposlble to follow the steel chairman's argument with out a wholesome respect for the method of financing being employed by America's premier industry. Judge Gary emphasises the necessity for carrying a large cash reserve which would enable that corporation lo do its own financing of extensions and Im provements without coming into the market to borrow money at the exces sive rates now being Imposed. In other words, the corporation de sires to be In a position to lend itself money for any financing and save the 7 per cent, for Instance, such aa the Pennsylvania railroad has had to pay to float its new bonds. Judge , Gary significantly called at tention to the fact that at the time of the 1907 panic the corporation practically prevented a further dislocation of eco nomic conditions than actually occurred because of it having on hand a surplus of 75.0O0;00O. It is not known what its present cash reserve is, nor should Judge Gary's re mark be interpreted in the, light of fore casting another panic. On the contrary, it may be taken as a factor in Maintain ing confidence, for if -the country re alizes that Its main industry is in an impregnable position It will remove a large degree of apprehension, thus ex erting a steadying Influence 'upon In dustry in general.
