Binding - ' - - REALTY MEN STILL PUSH OPPOSITION TO ZONING PLANS They Say Ordinances Passed Last Week Will Not Aid in Bringing Real Improvement to Portland. After several months of prepara tion and in the face of opposition of the Portland Realty board and the Chamber of Commerce, the city zoning; ordinance framed by the city planning; commission was passed by the council at a stormy session Wed nesday afternoon. Mayor Baker and Commissioners Barbur and Bigelow voted for the ordinance and Commis sioners Mann and Pier opposed the measure. Officers and members of the Realty board and of the Chamber" of Commerce state that they do not oppose the zon ing theory and favor sane, practical building resrictions for the protection of property owners. They object to the ordinance on its merits, claiming that the work of the city planning commission has not been properly executed and that the measure as drafted shows a lack of ! intelligent effort. The commission has assisted by Charles H. Cheney of Francisco, who acted m the capacity I ,,,,, , i I been San Francisco, of consultant to the city planners W. C. Bristol spoke against the ordi nance at the council meeting Wednes day, maintaining that the measure is Illegal and should be submitted to a vote of the people. Judge Wallace Mc- Cammant opposed Bristol's contention, claiming that the ordinance would prove beneficial to the property owners of the city and that the commissioners are within their, legal rights in passing it. D. C. Lewis, a member of the legis lature from Multnomah county, spoke against the passage of the zoning ordi nance. Lewis said that he voted for the bill passed by the legislature which gives the city planning commission power to act, but that the passage of the law was secured through misrep resentation of the purpses of the men who Indorsed it. Mayor Baker challenged the. good faith of the members of the Portland Realty board and accused them of acting from selfish motives and being opposed to ariy form of zoning ordinance. Presi dent Fred W. German of the Realty board and Coe A. McKenna, vice presi dent of the board, replied to Baker and insisted that all property owners in the city be notified of the class in which their property is placed by the zoning ordinance. "The people do not understand the provisions of the ordinance," said Mc Kenna, "and have not been informed of tne eirect tne ordinance win nave on property values." Mayor Baker objects to sending out notices to property owners, informaing them of the classification of their prop erty because of the expense. Prepara tion of the ordinance has already cost the city over $16,000 and it will be nec essary to maintain a permanent com mission to make the measure effective. Action of the council makes the zon ing ordinance effective 30 days after it3 adoption and provides that it shall be submitted to a vote of the people at the November election. fie-w Store Building for Kelso Kelso, Wash.. After several weeks' negotiations the six story Beck building at the northwest corner of Broadway and Oak street, was transferred Wednes day afternoon from the Beck Invest ment company to the Order of United Artisans for a cash consider ation amounting to between $330,000 and $360,000. Consummation of the deal has hinged upon the leasing of the ground floor to a desirable tenant and with the closing of the transaction it is announced that the Title & Trust company has secured this location for a 15-year period at an aggregate rental of approximately $260. 000. Extensive alterations will be made to suit the needs of the trust company ond officials of the concern state that they will move to their new quarters early in June. F. E. Taylor, president of the F. E. Taylor company, represented the Beck luv" company ,n the transfer and M- Healey looked after the in- terests of the Artisans. The lease of the ground floor to the Title &. Trust company was handled by Leon H. Bul lier and Chester A. Moores of the F. K. Taylor company and Clark D. Sim monds. The Order of United Artisans was or franized in Portland about 25 years ago and has a large and rapidly increasing membership in the Northwest. Its total assets amount to about $1,500,000. For the last 10 years headquarters of the organization have been located on the sxth floor of the. Beck building. Of f.ces of the order will be enlarged and the building will hereafter be known as trie Artisans building. H. B. Hudson, supreme master of the Artisans, has been head of the order tor several years, and C. L.
