Tha open in a; was strong with higher prices in many issues. Thla lasted for about 10 minutes.- Then selling of Mexican Petroleum began on ac count of the earthquake and selling of steal began on account of the bad bank condition. By the time the money market opened with its re newal rate of 10 per cent the whole ' market .was swinging downward. Losses ranged from 1 to. 7 points. The surreme court decision againnt Z.76 beer and the absence of a decision on atock dividends depressed the street. A wild rumor regarding President Wilson brought an upturn of a point and from that moment the market recovered. Most of the loMes were made Up, United States Rubber taking leadership with a nw high record. Before the close, profit taking made Its appearance ; and final prices were nearly all tinder those of. last week. Money fell to 6 per cent late In the day, but that rate was not reassuring. Unlled States Rubber was the star nrformer of the day. It went early in the session to its previous high record price but reacted 4 points when the gen eral list was weak. Wall street hopes that the conference will direct Its attention more to specu lation In. commodities than to specula tion in stocks. Reports received from Washington by brokers Indicated that the conference committee on the railroad bills was settling everything easily except the question In which the roads can be re turned to tho owners. Most authorities maintain that it would be impossible to ge together on these three points before March 1, and that the president would be compelled to Issue a supplementary proclamation or let the roads go back without any relief at all. Either of those things would be material for bear traders In Wall street. That is why rails hesitated In the market. New Baptist Pastor Arrives The Rev. W. N. Ferris, for two years pastor of the First Baptist church of Ashland, came to Portland Saturday night to assume the pastorate of the Bethany Baptist church. Although he received the call three months ago Ferris was unable to take up his duties here until last Sunday. Until his household goods arrive from Ashland, Ferris is making his "parsonage" at the New Perkins. Governor Hard ing of the federal reserve board, at a meeting of bankers held in Washington today, asked that unessential loans be discouraged and that federal reserve system be restored to the basis that au thors intended it to be ; that federal re serve bank should be kept In absolutely liquid condition, so as to furnish to busi ness of the country a sound and elastic currency. Harding also stated that the increase in discount rate is a contingency which should be reckoned with, and that under no circumstances could federal reserve board be hampered In Its operation by special bank agreements with regard to federal reserve discount rate. Since the people of Seattle voted to construct a light and power system in 1902, these properties have been operated at steadily increasing profits and now constitute not only a valuable self-supporting, but revenue producing, asset to the city. 5.
