Martov is considered by many as the sanest man in Russia. "The Menshevlkl see the solution of the Russian problem in the American democracy compelling- the entente, to leave Russia alone. Only then will the internal political sit uation take a new turn. We believe lhat the stopping of intervention, the removal of the blockade and the resumption of economic relations is the only way .in which to "make pos sible a change in our present re gime. BOLSHEVISTS TO CONTKItE "Bolshevism will be forced to make concessions In the field of economics to capital and assume a new and moderate form. If it does not. then the proletariat democracy will realize the necessity of fighting Bolshevism. At present, this is impossible, for they consider fighting against the counter revolutionary Deni kln and Kolchak their first duty. The removal of the blockade and the re sumption of normal industrial life In the country will restore the strength of the proletariat which, is now disappearing, as even officially Moscow and Petro grad have but 20 per cent of the num ber of workmen they had two years ago. Then the Bolshevist party would not be able to rule against the will of the majority of1 the people, as the peas ants do not want communism. Proof is found in the fact that the peasants are continually fighting Bolshevist rule. NVROTE IT OWN DOOM "Bolshevism by giving way to the peasants wrote its own Inevitable doom. It made 80 per cent of the Russian peo ple petty bourgeois actuated by in stincts of private gain. Nothing can make the peasants turn over their hold ings to the commune, which proves the old socialist idea, so long held by Lenin himself, that Russia is not ripe for socialism and that natural condi tions would force the country to take the path of capitalistic development. The Menshevlkl. believe that the present social revolution is but a temporary ad venture brought about by stupid allied politics. We have many followers, but the existing government of force and violence offers no opportunity for oppo sition parties to develop their activities. PAPER READ WIDELY "However, when wc had a newspaper last winter it had a circulation of 80, 000 In Moscow alone and the demand reached 150.000. A month ago there took place in Brisnsk a soviet election. The campaign was exceptionally free. Six thousand workers voted and the ma jority of the delegates elected were Men shevlkl. However, a mandate of the commission declared the election of most of the Menshevlkl void and placed in the soviet 31 communists and 19 Men shevlkl. Last March in the elections in Moscow the soviet yielded three mem bers of the central committee to the Menshivist party, Dan, Yugoe and Pleskov. They were not allowed to take their seats. Instead the entire central committee, including myself, were ar rested and kept in prison for terms of various lengths. The elections were de clared void and new ones were promised but never took place. SOCIALIST IS ARRESTED "Two months ago Petrograd authori ties came to arrest Potresov, one of the founders of the Socialist party and now a member of the right Menshevist. Not afterward they were freed. Potresov re-year-old daughter were imprisoned in order to force his return. Several days afterward they were feed. I'otresov re turned and was arrested Auguft 31. A guard was placed at his home for a whole week to trap any visitors, nobody being permitted to leave the house. This system of planting traps, called 'sesada,' is widely used by the Bolshe vist secret service. I know of the case I of a person arrested followed by the trapping of 22 or more persons, including the milkman, the porter s wire and a couple, of neighbors and their families who came to inquire about the many. All were held and taken to the police station, but were freed In a day or two. RETALIATION PRACTICED "Another Bolshevist practice Is to take hostages when evacuating cities. In case General Denlkin or Admiral Kol chak or any of the other enemy com manders execute communists, then the innocent hostages, mostly petty bour geois, are shot. There is now in Mos cow a wealthy peasant hostage 92 years old. There are cases of hostages even from the Socialist ranks. "On the other hand, even greater out rages are committed in the regions oc cupied byGeneral Denlkin and Admiral Kolchak. We have proof that the wives and children of communists were shot by the Whites. However, this Is no justification for the conduct of the authorities claiming: to represent a So cialist government. We live in constant fear of arrest and yet we help to fight General Denlkin. Generally, there were -fewer' mutinies this year than last on account of the hope for allied relief. This has now collapsed and the only choice Is between csarlsm and the soviet and therefore the opposition to the lat ter has weakened. .. LEADERS HAVE ABILITY "We are not fighting the Boleheviki, but Bolshevism, recognizing that the leaders have shown great ability in ruining the government. - A peaceful de velopment of Russia ?vould eliminate Bolshevism quickly, because our peas ants are aiming to become independent farmers and petty land owners. It would have been easy to realise this be fore the revolution. Then It might have been possible to nationalize the land. Now the situation Is different. Today epmmunism la up against a dead wall of millions of peasant bourgeois. " Leave Russia alone and economic conditions will defeat Bolshevism more surely than will General Denlkin or Admiral Kol chak." M. Dan In 1917, during the Kerensky regime, was a powerful soviet leader, lie was present during my interview with M. Martov. "If the blockade war continues," he remarked, "this will go on forever. General Denlkin will be defeated, but even if he takes Moscow, Kazan or Ekaterinburg will become the seat of the soviet government and two months later the Bolshevikl in General Deni kin's rear will rise up and wipe him out. General Denikin only strengthens Bolshevism. He, like Admiral Kolchak, Is in the hands of reactionary officers employing repression and provoking up risings leading to the resurrection of Bolshevism. ,We are In an accursed circle of extreme elements which cannot be stopped before half the Russian peo ple perish only through the elimination of one side. By withdrawing their aid from the monarchist generals the allies would save the Russian revolution and let us destroy Bolshevism ourselves." Government Agent Refused to Arrest I. W. W,, Is Charge Following the arrest Wednesday night of Dave Hayes, alleged I. W. W. leader from Centralla, severe criticism was di rected at W. R. Byron of the local de partment of Justice Thursday morning by W. A. Washer of Chehalis and Cen tralla. employment manager of the Mc Cormlck Lumber company. Hayes was arrested In a restaurant near Sixth and Stark streets, by Sergeant Sherwood. Washer told the police that he called upon Bryon shortly after the Centralia murders and informed him that Hayes was In the city, had just come from Centralia, and was a radical I. W. W. "Bryon Informed me he would have nothing to do with the affair and that he would not even Investigate the case," ; Washer told the police. "I thought it queer for a government secret service 1 man to act that way. I thought a se cret service man always welcomed In formation, especially anything that might help to run down men guilty of murder of United States soldiers." Hayes was arrested by Sergeant Sher wood upon information furnished by Ed Hubbard of Centralia, cousin of one of the men murdered on Armistice day. Washer feared the government agency would not handle the case after his experience several days ago, bo he called at police headquarters and of fered to swear to an affidavit or tes tify that Hayes is an I. W. W. organ izer. Deputy District Attorney Deich took the information Washer furnished and accepted his offer to testify. Esthonia to Force Recognition From Russian Bolsheviki Dorpat. Livonia. Nov. 21. (I. N. S.) Esthonia is determined to secure in dependence and to force recognition of it by the soviet regime of Russia, said Dr. I'ilp, the Esthonian foreign minister today. Dr. Piip is directing the peace negotiations with the Bolshevikl. He defended the Esthonian program for In dependence, saying that the government "did not trust the Russian group which is in power at Moscow now." "We have resources to give our na tion wealth and economic strength and we are willing to give Russia a free commercial outlet on the Baltic coast," said' the foreign minister. "There are immense forests In Esthonia and In ad dition we have great deposits of shale, oil and peat. Our people produce large quantities of dairy products. We have no jimperialistic aims. Brickell, tyler of Wash ington lodge No. 46, Ancient, Free and Accepted Masons, and known to the entire fraternity in Portland, died Tues day night in this city in his seventy fourth year. Brickell was born in Eng land and had resided in this city for more than 40 years. He is survived by one son and two daughters. Frank A. Brickell, Mrs. M.
