EFFECTIVE SEPTEMBER 1 Change Does Not Affect Pacific Telephone Company, Which Is Still Government Controlled, Salem, Aug. 21. Maximum serv ice .connection and moving: charges .for telephone companies operating in the state of Oregon, with the excep tion of the Pacific Telephone & .Telegraph company. Involving ma terial reductions from the Burleson made charges, are 'fixed in an order Issued by. the public service com mission Wednesday, effective Sep- . tember 1. Copies of the order. are be ing sent to all companies affected, numbering som 300 independent lines, all o.f which have been released from government control and re- . turned to jurisdiction of the state regulatory body. - Under" the new schedule the charge for . Installing an Individual or party line service in exchanges of 1000 or more subscribers will toe $3:50, the same-as under the Burleson rate, tout the charpe ; for smailer exchanges has been reduced from $3.50 to $2.50. REDUCED FROM SS.S0 TO $2.50 The charge for installing extension stations- in exchanges of 1000 or more subscribers is reduced from $3.50 to $::, and in exchanges of less than 1000 sub scribers the charge is reduced from $3.50 to $1.60. . For Establishing private branch ex . change service the charge of $3 50 for" wlv trunk lin rTnrnctinar t h a nrivat . branch exchange with a central office and for each telephone, except operators . telephone sets, connected to the private , branch exchange, remains unchanged in - exchanges of 1000 or more. In exchanges of less than 1000 subscribers the charge ts reduced from $3.50 to $3.50. ' For establishing service by the use . of Instrumentalities already in place upon the . subscriber's premises. and where no change is made in the type or " location of these instrumentalities, to cover directory, switchboard and cir cuit expense -on each line, the charge is reduced from $1.50 to $1". CHARGES IfOT MANDATORY For moving a telephone from one loca tion to another in the same room the charge is reduced from $3 to $1. For moving a telephone f com one loca tion to another in the same building, but not in the same room, the charge For changing the type of telephone sets the charge is reduced from $3 to $1. . The charges fixed in this order, the commission explained, are not manda tory but are simply a maximum charge for the various classes of service. Some mailer companies, it was stated, would perhaps make no charges at all, while others would perhaps fix a schedule of charges much lower than these figures. The charges, it was explained, are based upon the actual order which was regarded as a convenience to the in dividual subscriber, and not to the serv ice generally, and are intended to allo cate the expenses thus incurred to the individual served, rather than to the subscribers aft a whole. ,8TEADT USERS FAVORED "Large numbers of subscribers are of Mnm lea, t.miulont r a wo .. "For this and other reasons, a demand ts produced for frequent disconnection, change and reestablishment of service. Without some method of assessing the expenses and losses involved in these transactions against the Individual sub scribers, in measure as each is respon sible, they become a common burden against all patrons, to the detriment of the substantial, permanent subscribers, and to the unjust advantage of short term and less stable users of the service."
