Navigation company, for the Hawaiian island trade.' was announced this morning by C. T. Kennedy, chief of - the operating department of the Emerg ency Fleet corporation. There Is a strong probability that the Olorietta will load part of her outward cargo In Portland, after which the ship will proceed to Puget Sound to complete . her cargo. - 1 ' . The Columbia Pacific Shipping?- com- lany of Portland is the local agent for the Matson Navigation company, the local end of the business being in charge of A. C. Htubbe, manager of the ship ping firm here. . ; " . -It is not expected that the Glorletta will be delivered for operation until May 12. With this craft taking on cargo here in May the new offshore business of the port will be getting into its stride. The steamer West Celina. the second of the steel-' vessels to be assigned to the Pacific Steamship company for the Far Ka stern freight run. will load in May. The Glorletta was built by the Albina Knirlne Sc. Machine works. - - .The steamer West Munham of the Admiral line, is still at municipal pier No. 1, where the cargo for the Orient is being placed on board- The boat will sail some time- near, the last of April. - SHIPPING. IS INCREASING Cut In Transcontinental Freight Rates lias Invigorating Effect., s Interest ' in transpacific shipping has increased with the recent reduction: of 25- per cent in the transcontinental freight rates announced by the rail road administration. A further reduc tion In. rates is" expected. In order that vessels departing from the Pacific coast with cargoes for the Far sEast may be . enabled to compete success f ully with ships sailing for the Orient direct from the 'Atlantic coast via -the Panama canal, and to meet the com petition of British vessels. According to-- advices the' British .tramp ships are again coming into their own as profit earners for their owners, both time and voyage charters being in demand at 20 shillings, which is about $4.80 In American ' money. Charters for foreign vessels can now be made in Europe without the consent of- the ministry of shipping, or the in terallied chartering executive. , A num ber of the tramps are said to have . been fixed for six months on the basis of 20 shillings, the ships ranging ' in tonnage from 3500 to 7000. 1 1 Mutual vessels are also said to be in good - demand. The . tramps are partic ularly In demand for the transatlantic trad for -heavy grain at" 8a. fid, from ' the northern range to the United Klng ' dom. - - From New York the best offers for anything up to June 15 cancelling is re ported to be $30. ' Coal carriers are In demand and the rate from Newport News to Chili is $16.50 ; and from Vir ginia to Buenos Aires. $18.50. :;- ' : The new rate of 60 cents a hundred pounds for steel shipped to Pacific coast ports by rail is attractive. The ties will be used In reconstruction of eastern lines. The new steel steamer. West Nohno, which was assigned by the ship ping board to the Portland company re cently, will have her dock this week. The vessel will load flour here in May. New Master on West .Tacook Captain Bruce McKay of Seattle has replaced Captain John Alwin ' In com mand of the new steel -steamer West Tacook. Captain . Alwin .will proceed to Seattle where, as master, he will take the steel steamer West Helix on her initial ' voyage to China. Captain McKay Is a well known mariner and was formerly with- the Alaska Steam ship company- and the Pacific Coast Steamship company. During .the late war he was in command of ships run ning from Manila to Vladivostok and Japan. Y , : .New Bids to Be Opened New bids on the construction of Pier No. 2 and extension of Pier No. 1, mu nicipal terminal at St. Johns, will be opened by the dock commission next Friday, In accordance with the deci sion of ' the : commission to ask new bids, following the failure of Robert Wakeflfcld. the successful bidder at the previous competition, to qualify with his bondsmen. To Inspect Grain Elevator Secretary Frank Randall of the pub lic dock commission arranged today to conduct a party of five residents of Montana oil a tour of inspection of the grain elevator at the . municipal termi nal at St. Johns. The party was com missioned by the governor of Montana to obtain ideas on the coristruction of an elevator. ALL ALONG THE WATERFRONT Sale of shipbuilding timbers left on hand by the cancellation of contracts for wooden ships has been determined upon. The proposals for the lumber are to be opened at the local office of the fir production board May 6. The sale will include 15,154,591 feet, and the lumber to be sold is t the following yards: McKachern Shipbuilding com pany, Astoria; George F. Rodgers com pany, Astoria; Coast Shipbuilding com- fany, Portland ; Klernan & Kern, Port and; Supple & Ballin, Portland; G. M. Standlfer Construction corporation, Van couver. Wash. ; St. Helens Shipbuilding company. St. Helens, and the Wilson Shipbuilding company, Astoria. - According to Bayley Hipkins. Pacific coast . manager of the Foundation com pany, the materials and eauiDment of tne Portland yard of the company will likely be shipped to the com Dan v'a Ta- coma plant, where the same may be sold ar a later date. . Tne Portland plant, which built 20 vessels for the French, was established on ground leased from the O-W. R. N. Co.. and, the lease expires in August. No definite word as to ..the plans of the French government to build a big steel shipbuilding yard on the site of the Foundation company, has been received, although a survey of the proposition was made some time ago. Refusal of the shipping board to permit yaras in America to Dutid steel snips for foreign account is presumed to have stood in the way of the French buildinsr -program here. Her bul warks forward were smashed on both sides and her foremast, upper and lower topsail yards were carried away. ; t Star of Lapland Arrives San Francisco, April 22 The Alaska Packers' ship Star of Lapland made port Monday after a fast passage of 67 days from Sydney. This is the smartest time made by any sailing vessel from the Australian port in many years. WAGES WILL REMAIN AT HIGH SCALE, SAYS INDUSTRIAL EXPERT :-: f Building Activities Will Do Much to Put Business on a Normal Basis. "Iabor Is not going to go down and the price of raw material in building enterprises is so Insignificant that there will be little change In cost for at least a number of years," declared Nicholas Van der Pyl, Industrial expert of the Information and educational service of the department of labor at the Chamber of Commerce members' . forum luncheon Mooday. "The storm center In industry." con tinued Mr. Van der Pyl, "Is in the mass of unemployment and to meet this situation in the transition from the war i to a peace basis, the department of labor is Stimulating a building plan. If all necessary building was undertaken now, it would stimulate the business of the country as nothing els would do. It Is the patriotic duty of every citizen to start this phase of activity which will bring business back to normal. " i - Mr. ' Van den Pyl ga,ve an outline of the big labor turnover in the industrial plants which he said resulted in 1916 in every man changing his job four times. If the stability of industry is to be gained this turnover must be at tacked. He said that the labor turnover in 1916 cost an economic loss of $500, 000.000. "The1 first step toward this end," said Mr. Van der Pyl "is to restore the human relationship between the employer and the laborer. By reason of the growth of the factory system, the tendency has been for employer and employee to drift apart, until today we have' two hostile factions facing each other in perpetual armed truce. Something must be done to bridge this chasm. The first step toward this bridging work has been ac complished in factories like the ., Henry Ford plant." Mr. Van der Pyl said that another vital factor necessary Is the introduc tion of democracy in Industry. "If de mocracy is good in political life why is it not equally as good in industrial life?" Industrial democracy does not mean that - every man is going to run the shop. It simply means that every man shall have something to say con cerning conditions under which he must work and live. AU that is required is that men shall point out the way and when that way is pointed out we may look for better times, more harmonious relationships and a more united country. BUILDING PERMITS P. 3.
