PLAN OF CAMPAIGN OUTLINED Management of Portland Housing- Effort Furnishes Advice: and 'Assistance to .. Other Cities. Judging froin the numerous requests directed to. i'ortland'H own-your-home canuilifii bureau for Information as to tho conduct of local campaigns. It ap penrs that a large number of cities throughout the Northwest are planning toj put on campaigns of a similar char acter, and are anxious to obtain Infor mation aa to means and methods. The press has been requested by O. II.; Skot Jiemi, executive secretary of the local ..i-ampaign, to publish Information as to the arrangements made through the department of labor to furnish an out line of plans and methods for own-your-home campaigns;- ; . . i Organlzatloa of Campaign! Three months ago Paul C. Murphy of Portland, for years Interested in own-your-home work,' was called to Wash ington, for' the purpose of outlining a national campaign with detailed Infor mation as to methods to be available tovBuch cities and individuals as would be Interested In promoting homo owner ship. Anyone Interested in securing this 'Information should write directly to'the division of public works and construction development, in the department of labor, Washington. D. C. IThe own-your-home bureau In the division of public work and construc tion development-will serve as an ad visory board to the managements of these local campaigns, where requested, and will extend the fullest cooperation to every city in the country which un dertakes a campaign. Briefly, the cam paign plan contemplates a general com mittee made up of civic and Industrial leaders, with someone whose standing In the community justifies his selection, as the chief executive official. ( Work of Committees , J ., .. . I Under this general committee asm such sub-committees as have been found essential. The manual suggests the pru dence of having vigorous committees ' tn finance, publicity and campaign methods, mercantile institutions, public service corporations, education, religious activities, industrial workers and- labor unions,, hotels and -restaurants, exhibits an'd management of headquarters, wo- f men's clubs, speakers and . meetings, poster contests, civic bodies, theaters and : amusements, transportation and automo belles, industrial plants, music, printing and supplies and donations. The func tion of each committee is explained- in detail in the department's manual, to gether with suggestions on handling specific problems twhich invariably de- rvelop in the own-your-own-home cam paign. ,- . -!v;- : In the department of labor's plan of (campaign the women, , churches and labor- organizations--play an important part.' The entire campaign is pitched -on a civic betterment plane rather than on a- purely commercial basis and the "appeal is more on the line of what each ."business group - can put "In," rather than what It can get "out" of the move , ment . It Is a 100 per cent greater city movement, having in mind only the In calculable permanent benefits to the "community and the immediate helpful ness to the nation during the transition from war mobilization to peace produc tion. The department jof labor empha sizes these benefits which may be ex pected from the own-your-home move ment. -;- Benefits Are Varied v . . The movement will provide better liv ing conditions, increase efficiency, " en courage thrift, give greater comfort and happiness and create individual reserves : 'for , misfortune and old age. . Every house owner with his family, whether rich, poor or well-to-do. becomes thereby a better cltlsen, with increased self respect, independence and responsibility to the city . and nation, and more vitally interested in the welfare and prosperity of both. During the read justment period such a movement has tens the return of normal conditions ; 1 results in much needed construction for home and Industrial purposes; provides work for. returning soldiers and sailors plan popular mmm Li J WHAT IT COSTS The Average Five-Room House for Electric Service " i - ... ..i. .. Presbyterian church of this city will soon build a new church home costing in the aggregate; between $16,000 and $20,000. They have sold their present site with manse and old church building, and have purchased another lot more centrally located here. The new building will be of brick, 65 feet square, probably, although the plans are not yet complete; and will be strictly modern and up to date in every respect. The rector. Rev. E. . P. Lawrence, formerly pastor T; of : Kenilworth Presbyterian church in Portland, : has Worked inde fatigably for the ' new building since jie came here 18 months ago. The congre gation has planned on' several different occasions in the past to build, but hays always been prevented by some cause or other. Work on the new? building will be started within 30 days, it is thought. and for labor changing from war to peace industries; stimulates all .lines of business in , each community,, creates general prosperity. The fact that all these are patriotic In purpose does not eliminate the cer tainty of their being materially profit able to the local communities, and. In the long run, the community which makes it-easiest to build and cheapest to build will reap the greatest material benefits. Not only has the department of labor set out in detail the plan fori a successful own-your-home campaign, but it is preparing publicity matter , which is to be placed at the disposal of the local committees and will, where com munities can show such action is neces sary to the inauguration of the cam paign, send an expert to assist in or ganising and getting the movement un der way. I The own-your-home movement, as out lined by the department of labor, was one of the propositions submitted to the recent conference of governors and mayors in Washington, where it met with enthusiastic encouragement and support, many of the mayors - and gov ernors expressing the determination to return to their districts and interest themselves In getting' such campaigns under way. . !
