Br Hfnai HTcekti Lotteat prices received In tha wool auc tions In the East .indlcato a real op timistic sltuaUon in tha fleece trade, which 'will have ay liberal bearing upon prices to be paid the Pacific Northwest producers. . . While values' are fractionally less than the extreme figures paid during; the 1918 season, the reduction is far less tlMtn had been generally expected. Recently offerings of wool have been absorbed much better than In previous auctions. The most hopeful sign is that practically all ; the business has been with manufacturers. As soon as the New. England labor troubles are settled and the textile Industry is In full swing again, the indications are that present stocks of wool will entirely disappear, leaving a wonderful demand for the new clip. Growers should not make the mistake of contracting their wool at this or any other time for the reason that the Port land market is destined to play a most Important place in price making for the next clip and that better values will be received by shipping to Portland and grading here than by consigning or con trasting1 with other markets. Friday's auction of wool at Boston proved most satisfactory, withdrawals being nominal, while prices ruled strong to firm around the figures in effect January 17. The improved ijuality of present offerings is a big factor in the sale of stock and price are generally maintained. Globe Grain A Milling company says of tbe general hay situation: The hay demand continue verytgood and sup plies are of much better quality than in the past. There ara more than' enough offerings from Idaho, but buyers are able to be more particular regarding the quality of their pur chases. Prices remain about unchanged, but local feeders are getting a better quality for no higher price than during the past month. W do not look for -a surplus of good hay on the market for some time, as alfalfa at the pres ent price is a reasonably cheap feed as compared with mill feed and grains. There ia some demand for clover, which ia being supplied about as required. There are also offerings of cheat hay, but little demand. Washing-ton. Feb. (L N. S.) Aa a result of war activities the 11 reserve banks of the country had net earnlna-s of 72.$ per oent on their capital durtnar tha year Just 'closed, according; to tha an nual report of tha federal reserve board submitted to conaresa today, l- ; The net eamlngrs totaled $5S,44.9T, or just ten times the dividends paid to member banks in the system which holdsall tha stock. Of the net earning IX1.805.S01 were transferred to surplus and $26.72M4Q waa aet aalde to pay tha franchise tax. 'The franchise tAX money a-oea to tha grovernment as Its kharc of tha profits. The Iaraa earnings were due, it la ex plained, largely to the huge Issue of currency to meet tha war demands and to tha fact that discount rates had lo b maintained to support rovernment financing. A. a result of the large earnings It la possible that tha ratea will be lowered as soon aa treasury requirements return to normal, after the next loan. ' .2few Ritas Parehaoed Each of tha reserve banks of tha coun try ia to have ample and commodious Quarters under tha policy Of tha board. Many of them have .acquired sites for buildings. The Richmond bank nas bought a site to build on. Tha Atlanta bank has a new home. The Chicago bank has purchased a site. The St. Louis bank contemplates the purchase of a building-. . Tha Kansas City and Dallas banks have purchased sites, aa has tha Sah Francisco bank. The Minneapolis and ClevelanftankB are expected to buy sites. , The report reviews the war financing-, the steadying of foreign exchange and the Intricate, financial problems dealing with war expenditures. It predicts that war Inflation of currency will rapidly disappear. "Warning; to the public to be prepared for the next Liberty loan, which it Is expected to be floated beginning April 21, ia seen in the following- statement : Re ao sable Economic Xeedttl "An obligation rests upon the Ameri can people to assist the government In the completion of lbs financial program and to absorb the securities which have been and are yet to be Issued. This absorption can be accomplished . 'by reasonable economies and by persistent savins; for some time to come, and it will be the duty of the federal reserve board and of tha banks In the mean while to , aid In tha axtenalon of credit facilities, necessary in tha processes of production and distribution. Tha; tha board la ,not unmindful "of the many elements of danger lurking m forced and premature contraction of credit and currency Is shown by the following- extract from Its remarks : "Drastic contraction would be followed by results no lesa disastrous than those tvhlch would attend undue expansion, and the processes of deflation' must therefore be permitted to work them selves out : In -a : gradual and orderly manner. , . - " Dltcviit Ettti Cootlii't h Discount rates, which for the past IS months have been based upon the ratea borne by government issues, must, for tha time being-, continue to be fixed with regard to treasury requirements, but whan .the war obliTatlona of the gov ernment have been digested and the in vested assets of jthe federal reserve banks have been restored to a commer cial basis, rates can be established with reference to the commercial require ments of the country, . j "The board ia profoundly conscious of tha responsibilities Imposed upon it by the federal reserve act, and during the period of readjustment .and afterwards aa progress la made in the reestablish tnent of peace conditions. Its purpose will be to exercise its control of our credits structure in such manner as best to promote the national welfare, the agri cultural. Industrial and commercial in terests of tha country and tha develop ment of our foreign trade." . 11 1 " e 11 111 Agreement Basis Is Expected at Berlin Berlin, Feb. .(I. N. S.)
