THE OREGON- DAILY JOURNAL, PORT t AND. THURSDAY, NOVEMBER. 21. 1918. T ARM STORY GIVEN OUT f AT FRENCH BASES III Army, and. Navy Heads Cele- ' brated on Nov. 7 and Official Announcement Made at Club. WO GERMAN DELEGATIONS J No Explanation Given Yet as to ,.To How American Embassy Re- ceived Report of Signing. i '.New York, Nov. 21. (U. P.) "The palletln announcing th Binning of the ftrrntstlce, which Admiral Wilson gave jfut on November 7, and which the United rM carried, was not a 'rumor or a report'; it was a bulletin furnished to the admiral as official and so given to Jtoy W. Howard, president of the United Press, made the foregoing state ment upon his return to New York Wednesday, after having spent yester- fflay In Washington, where he conferred jwun secretary oi uu avy Lfinieia una 'Dlher government officials, following his return to the United States on a government transport. jThe bulletin was given to us In wrlt 'Jllg for publication by the ranking active 1 TA Utotan naial nttinnw In ITVatwa There was no more ground for doubting fiLdmlral Wilson's source of news than jttterti would have been for doubting the apiaiement naa u come iropi aarnai oon,- conunuea iiowara. "It was about 10 o'clock In the morn ing (French time) when I flrBt learned of a rumor that the armistice had been signed. The report was current in both encn ana American army circiew in rest when I arrived that morning to bark for the United States. f "I put in the entire day endeavoring hit i-nnflrm ttin rnnrt Rut it WaS not Vitil 4 o'clock in the afternoon that Ad miral Wilson wss notified on What he ated was official authority and on hnt I know he had every reason to be- ve was official authority, that the mlstlco had been signed. "The announcement had been made by the local "Brest newspaper and the civilians, sailors and soldiers had their celebration vnder full headway before I waa able to get from Admiral Wilson jjersonally a copy of hia written an nouncement and his personal assurance that the bulletin waa official. All Bates Celebrated Signing "The admiral then sent hia personal aide with me to assist me Jn filing the dispatch as I do not speax French flu ently. "It was the fact that all Brest, In cluding operators and censors, accepted the news as official and was celebrat ing at the time, that caused my wire to pasa the French censorship at Brest un challenged. "Upon my return to the United States I learned that no news had been pub lished here of the fact that celebrations of the signing of the armistice took place on November 7 at practically all the army and naval bases on the French coast "I was also surprised to learn that nothing had reached here by cable concerning the fact that all Parla had the report of the armistice being signed. At the American luncheon club meet ing In Paris on that day. the toast master arose, and with Admiral Ben son seated on one side of him, and American Consul General Thacker on the other, announced on what he said was the authority of the American embassy that the armistice had been signed. "All the celebration on that day was by no means on this side of the At lantic. "Nothing much has yet beep said' as to the source of Admiral Wilson's In formation. This is not for me to dis cuss. Nothing has been said as to the reason for the report current on that day throughout France. No explana tion has yet been offered of how the report reached the American embassy in Paris as pfficial. Two Armlntlee Delegation! "Neither has any explanation been offered yet as to what became of the first German armistice delegation headed by Von Hints, which was re ported to have reached the French lines on November 6, and which then disap peared from the news, being supplanted by the Ersberger plenipotentiaries. "Some of these matters will be cleared up after peice"l signed." Howard called upon Secretary Dan iels yesterday to express his apprecia tion of the courage and squareness of Admiral Wilson In furnishing the United Press with a signed statement assuming full responsibility for the bulletin which started, the wonderful American celebration of November 7.
