Salem, Nov. 21. A telegram received today by the public service commission from A. 8. Burleson, postmaster gen eral, requests the commission to. accept the increased telephone rates as if they had been regularly tiled with the com mission. The message clearly Indicates that Postmaster General Burleson has no in tention of withdrawing the rates and if the commission continues its protest against the Increase it probably will fore to Issue the question of whether the government or the staie has control ver the telephone rates within Oregon. Wast Rates Accepted Without at this time going into the question of the power of the postmaster general to fix rates," says Burleson's message In conclusion, "I should be very glad to have your cooperation and to have you consider as regularly prepared, presented and filed before your com mission the schedule of Increase In rates to which you refer, In order that there may be no interruption in the service or loss to the government in operating the same, and that the employes may not be deprived of the increase in wages already made." This message Is in reply to a telegram sent to Burleson by the commission in which the commission quoted the order it has Issued declaring the Increase in telephone rates to be of "no force and effect." Just what action the commission will now take is not known, as Chairman Miller and Commissioner Buchtel are out of town and Commissioner Corey said he would await their return before any statement would be made. Burleson's message says : "In October I was advised by the company that the employment situation in your territory was serious, and par ticularly in Seattle, Portland and Ta coma was critical, and on account of resignations from operating force short age and inexperience of new employes the service had become very poor and subject to public criticism. A proposed rate schedule was at the same time sub mitted which was calculated to produce additional revenue Just sufficient to meet about what was "estimated to be the amount to cover absolutely neces sary and just wage increase In your state. Company Gets 2fo Xaerease "Assuming the correctness of these figures the company had my approval to the filing of the schedule with your commission, and under my order No. 1931, which schedule I was advised would become effective automatically in 10 days unless a hearing was ordered by the commission. "Later I understood that this schedule had been filed with your commission on November 4 to become effective No vember 15 and that no hearing had been ordered by the commission. Thereupon on November 15 I directed that the rates be put Into effect1. I knew noth ing of the form in which the application was presented to you nor the letter to which you refer from Mr. Carey, but assumed that proceeding before your commission were regular and in ac cordance with my said order. "I may add that compensation by the government for the use of this tele phone property has been fixed by con tract and the eompany has absolutely no interest in the increase in rates other than as agent of this department in see ing that the revenues are sufficient to meet the charges against the govern ment and afford a. fair wage to the operatives." Mayor Sends Telegram Relative to the controversy over tele phone rates Mayor Baker has sent a telegram to Postmaster General Burle son saying : "We trust that you will refuse to approve any increases unless the com pany complies with legal requirements." The telegram further quoted the pub lic service commission as authority for the statement that the proposed rates would yield a sum several hundred thousands of dollars in excess of all requirements to meet wage increases. And when the danger was passed, Petain organized two of fensives which in a few hours deprived the Germans of all they had spent months to acquire at a cost of hundred of thousands of casualties. Nothing- in French history is finer than the. story of Verdun,xand Petain was the soul as well as the brain of that epic. After Verdun the politicians chose a lieutenant of Petain's to replace Joffre, grown old and weary. It was an unhappy choice, and Nlvelle's great fall ure at the Alsne in April and May of 1917 for the moment shook the morah of the French army, nd the French nation. France Again Tarns to Petain Once more France turned to Petain and this time he repeated his Verdun achievement on a vast scale. He re stored confidence, discipline ; be trans formed the situation in such fashion tha' in a few months he was able to win a new victory at Verdun, and a shinim success at the Alsne in taking Fort Mal maison. The full fruits of his labors were re vealed in the fashion in which the French army was rushed to the rescue of the situation In Picardy last spring, after the defeat of the fifth British army and while the Germans threatened to separate the French from the British. A finer feat than that of Fay.olle's forces can hardly be recalled In all this war. From that moment onward Petain suf fered by rapid expansion of the reputa tion of Foch. That the allied com mander in chief was the greater soldier probably will be the judgment of his tory. That he owes much to the loyal and competent aid of Petain Is unmis takable. That they worked in complete harmony at all times Is a tribute to the patriotism of each. Others Also Deserve Batons It may be that Foch, Joffre and Pe tain will be the only marshals of France created by this war. And if Castelneau receives his baton, an equal claim may be urged for Franchet D'Esperey. whose army de feated that of Buleow at the first Marne, and shared in the later long campaigns In France. Subsequently, it was D'Esperey who won the recent vic tory of the Vardar in the Orient and smashed Bulgaria and Mitteleuropa at a single blow. There remains Mangln. the Ney of the present struggle, who at Verdun, and in all the recent battles, revealed the spirit of his great Napole onic predecessor, "The Bravest of the Brave." It is an evidence of how far France of today is from the other and less splendid time, that there is no longer fear of "a man on horseback," and no Frenchman can hesitate to do honor' to his victorious general, lest one of them seize the opportunity to repeat the Na poleonic example. Soi Has Selfish Ambition No one of the three marshals of France can be suspected of the smallest selfish ambition. They are men of a different stripe. Moreover, when all Is said and done, magnificent as are the achieve ments of the soldiers, that of the civilian and republican Georges Clemenceau sur passes the glory of the soldiers. All eight states and one of the two territories comprising the western, de partment of the "United War Work cam paign are over their quotas today, ac cording to figures received at head quarters here. California put the west ern department "over the top" Just be fore midnight last night when the cam paign officially came to an end. The quota for the western states was $8,525, 000. This was oversubscribed by 16 per cent or $1,366,305. The states comprising the western de partment and their totals are: Cali fqrnla, $5,500,679; Washington, $1,706, 728; Oregon, $1,042,000; Montana. $580. 000; Idaho, $460,000; Utah. $346,600; Wyoming. $260,000; Nevada, $295,000. Hawaii reported raising $295,000. No reports have been received from Alaska. Waiter Is Charged With Throwing Acid Eugene, Nov. 21. Alpha Latin today swore out a warrant for the arrest of T. M. Falg ley, until recently a waiter In a restau rant. Falgley fled immediately after throwing the liquid on Miss Latin and has not been seen since. Aside from damage done to her clothes. Miss Latin was not injured by the acid.
