WOUNDED TO BE CARED FOR Plans of War Department Presup pose Location of "Reconstruc tion" Hospital for Portland. Portland rank today as the medical center of the Pacific Coant. The honor accrue through the presence here of the University of Oregon medical school. For long years the school was housed In sn unfit structure fn Twenty-third street It will begin th next year In a commodious and well-equipped structure set on Marquam hill in South Portland, where Us tangible promise of healing and the education of healers may be seen for miles. While the Initial structure on Mar quam' hill will meet the needs of the medical school for a number of years. It Is Intended to be but One of a gToup comprising a medical and hospital cen ter which for all time will assure Port land continuance of -its present Pacific Coast leadership. HoKpltat to Be Erected Of the" lads who marched bo bravely, away from Oregon, some of them will he returning sorely wounded. It Is to be the policy of the government to re patriate soldiers while it "reconstructs"' them. In other words, it Is the Intent to bring ba,ck to Oregon the Oregon sol diers wounded in battle. This presupposes- a "reconstruction" hospital. Whether it will be built by the county nd devoted to county patients when Its reconstruction uses are past, wheth er it will be built by the state, or by th county and state, and whether it will be built by government aid or di rectly through government appropria tion, are unsettled questions. But it Is unofficially assured that if, Portland and Oregon gave evidence to the government that a beginning In the providing of re construction hospital facilities had been made, government cooperation in com pleting and equipping the facilities would be speedUy forthcoming and the whole would be turned ovec for the benefit of the people of the state after the war. Early Actios Is Urged Dr. K. A. J. Mackenzie; deaw of-th ! medical school, urges that action be taken by the state board of control ' and the county commissioners la the direction of appropriation for a recon struction and general haBpital as speed ily as possible. "If we do not act Im mediately." he says, "the demand wUl find us unprepared and embarrassed be cause of our inability to perform patri otic service." Dr. Mackenzie is in. a peculiar posi tion to bring government and state to gether, for he is a member of the medi cal advisory commission of the National Council of Defense, governor's aid and dean of the medical school. ,Th establishing of a reconstruction hospital here involves certain provision In connection with it for retraining of wounded men. This does not mean a complete retraining school, but the in stallation of the primary apparatus de signed to aid men to learn re-use of their muscles or to learn new ways of caring for themselves after operations that have resulted in the removal of arms of lags. The medical school Is unusually urg ent aU4his time In Its appeal for the enrollment -of students, hach student enrolling also enlists for army service If needed. Enlistment of older physicians has depleted many communities, espe cially smaller towns, and It la desirad to train men to take their places. "I have asked them If they are to busy to build for the future upon the present foundation.
