'That la a waste of . locomotive power, a waste of time and a waste of the services of the train crew. The cause of this wasteful and Inefficient operation la a discrim inative rate system, in which dis tance does not count In rate mak ing to Puget Sound, but does count in rate making to Portland. Thus Pendleton is - nearly 100 miles nearer Portland than Puget Sound but the rate to the. Sound is the same as 'to Portland. But .Baker, Or., Is 49 miles farther to of serrice.
