It was de cided by the commission to gravel thla section With a view to paving It next year. Each contractor Is to maintain bis pavement for a period of 10 years at a charge of 1 cent per square yard per year. A noticeable feature of the bids was that the price on bltullthlc waa in every case lower than that on asphaitlo concrete. The next paving contract to be let by the commission will be a 10 mile stretch between Monroe and Junction City. A portion of this will be In Ben ton county and a portion in Lane county. A delegation frontr Corvallrs, composed of County Judge Malone and A. J. Johnson, told the commission that while they preferred to have a 10 mile stretch between Corvallls and Independ ence, they wre satisfied with the Lane county combination. The delegation was tentatively promised the 10 miles next season If they would put the road bed In chape this fall. , Lincoln County Aided The commission decided to appropri ate $2000 to Lincoln county to aid In eliminating a heavy grade on Pioneer mountain, on the Oorvallia-Newport road, the work to be done by the county under state supervision. Bert Greer of Ashland and S. S. Smith of Medford were informed by the com mission that it was the Intention ulti mately to -pave the Siskiyou grade, but that it would be rocked flrat. The commission located the-west side highway between McMlnnvtlle and Dal las by way of Sheridan and Ballston on condition that the counties would take certain kinks out of the road. It was also decided to place the road on the west side of the railroad between Independence and Corvallls. A petition signed by 200 residents of Columbia county, asking that the road between Scappoose and Columbia City be located on the west side of he rail road was placed on file. Roy Archibald Dies .On Operating Table Roy Archibald died at St. Vlnoent's hospital yesterday, while under the Influence of an anesthetic. Arcni bald waa being operated on for re moval of tonsils under the direction of Dr. Taylor and Dr. Jessup. Archi bald was eViployed in the ticket office of the O-W. R. & jtf. at the Alnsworih dock. In asking congress at the present session to appropriate $4,000,000 more for work on the government railroad In Alaska, Secretary Lane says this will enable the construction force to close the 30-mlle gap on the main line between Anchorage and Seward in the present season, and give a line from Seward through to the Matanuska coal fields. The road is In operation 71 miles north from Seward, he explains, and track has been laid 10 miles from Anchorage to Rabbit Creek, also 61 miles north on the main line toward Fairbanks, and 24 miles on the branch to Matanuska coal 'fields, an aggregate distance of 166 miles. By September it ia expected to complete the branch into the heart of the coal fields at Chjckaloon. Work Is further advanced than was thought possible earlier in the year, says the secretary, and with the costs of labor and material increased, more money is needed to drive at full force through the rocks between Anchorage and Seward. The Valdes Chamber of Commerce has appealed to Senator Chamberlain for support 1ft securing expenditure of money on the wagon road between that point and Fairbanks. Congressman McArthur has received an Invitation to call upon Will R. King, also of Oregon, now acting director of the reclamation service. Some time ago the Oregon congress man, wrote a long letter to Secretary Lane In behalf 0f S. s. Mohler and associates, who have been trying for years to obtain an order releasing cer tain lands In Crane prairie in Eastern Oregon, from withdrawal by the re clamation service. The request has been turned down several times, after being taken up through different mem bers of the Oregon delegation. McArthur declared he had gone Into the 'matter sufficiently to be sure that there waa some merit in the conten tions of Mohler, and he asked Secre tary Lane particularly not to refer the matter thla time to the reclama tion service, where It baa had one solar plexua after another. The reply came in the letter from Acting Director King, who said that the Mohler matter having been re ferred In due course to the reclamation service, he would be pleased to havo the congressman call and go over the subject with him. McArthur has not called yet at the reclamation office, but he has been out of town most of the time alnce the In vitation arrived, and there ia still a chance that he will. Beginning next week the Cascade Lumber com pany will put on a night shift at the mill and rush the work of getting out box material, which has been seriously Interrupted by the labor troubles that preceded the arrival of federal troops in the valley. The company's logging camps are on the Teanaway river, near Cle Elum, and an I. W. W. strike has been in effect there for the past two months, cutting the log delivery to such an ex tent that the company had to take off the night shift at the mill. Labor conditions have so improved since the troops came to the valley that President R. E. Slaughter an nounced Friday that beginning at once the company would operate a night shift and hoped soon to supply all needa of fruit growera for box material. THANKS THE. Mascot Grows So Large That Men Fear It Might Become Dangerous Pet. By Daniel Dillon American Training Camp in France. July 19 (Delayed), General Sibert, second in command of the Americans in- France, today made his first gen eral Inspection of the American camp. The general personally overlooked ever billet quarter of the soldiers In the camp. He waa accompanied by his staff and found conditions satis factory. A few minor recommenda tions were forthcoming, chiefly sug gestions of living Improvements in French Homes where soldiers are quar tered. The French are surprised at the ra pidity of the movementa of General Sibert. The American general and his staff go through their work with the speed and efficiency of a well oiled machine. There was a drixsling rain, but It was not allowed to interfere with the Inspection of the men and their equip--ejient. scan Make Tine Showing After the trip was over, General Si bert spoke enthusiastically of the con dition of the men. He said they were fine specimens of physical manhood. During the examinations of the house where the men are quartered notes were made by General filbert's staff for suggestions which will come later. Among the latest gifts presented to the Americana by the admiring French people Is a good sized baby Hon. The men would like to adopt It as a mas cot, but it is so big that they fear it might become a dangerous pet. As the men do not desire to kill the animal, It probably will go into a soo. Money Seems Plentiful Laughable difficulties arise when the Americans start out to shop. Not knowing the exact relative value be tween American and French money, and the French tradesmen being scru pulously honest in the matter of mak ing change, "Sammy" often finds him self with a pocketful of French money without knowing the actual value of It. Those requiring devices made of metal in the eaat, must place orders, three, rix to nine months ahead, whereas those buying from home producers have their orders filled instanter almost. Fruit, berry and grape growers of Oregon have discovered- the benefit of a home basket factory. One of these, a few days ago, declared that: "Time waa when I was compelled to place my orders for baskets dur ing the winter prior to th summer of their use, but now I can come to Portland In the morning and take them home with me in the afternoon and at no higher prlcees than I formerly paid. I find this a most pleasant accommodation." A little reflection will disclose sim ilar benefits to all who buy from the home manufacturers. Pershing, commander-in-chief of the American forcea in France, has arrived on the British front, said a dis patch from a town in Northern France today. " Chicago Club Saves Four Tons of Food Conservation, of One-fifth of a Found Far Person, Bar Meal Besult la Great Saving in Month, Chicago, July 21. "Four tons of food have been saved In one month under the new regime of the Univer sity club." said A. H. Doherty. man ager, in an interview to the woman'a committee of, the council of national defense. That means the conservation of one fifth of a pound per peraon per meal, and when you realise that 800,000,000 meals are served daily In the United States, one can compute the possibili ties of the saving to the nation at something more than $00,000 tons a' day. "The University club has saved more than a ton of flour this month by re ducing the quantity of bread served, and from now on they will use corn bread, and rolls will only be served if they are asked for. It was a "perfect day" for the Ore gon pioneers after all. All but 51 of the fathers and moth-v ers of old Oregon had been provided with places in automobiles Friday for the Columbia river highway trip, the -concluding event of the forty-fifth annual reunion, but these 61 stood about the Auditorium all morning. Ferdinand E. Reed, president of the Laurelhurst club, who had arranged for the trip, was almost frantic. He had promised the trip for all but many who had promised automobiles had not made good. Noon came on and still the crowded out pioneers stood there. Reed then rounded up Mayor Baker and the two rushed to the Chamber orf Commerce, the big hotels and the clubs where men of affaire assemble for luncheon. , At these places the mayor and Reed announced the situation and demanded to know if Portland proposed to allow such a shameful thing to go on. "Are there any men here?" they de manded. There were. It took only a few min utes to get enough additional automo biles to accommodate all the pioneers left. The cars were rushed to the Auditorium and the remaining old peo ple were bundled in for the belated trip. Auto Bus Plant Destroyed by Fire San Mateo. Cel., July 21. (U. P.) The Peninsula Rapid Transit com pany's plant here was destroyed by fire today, with a loss of $160,000. Thirteen auto busses, valued at $6000 apiece, $lo.coo worth of tires and a great deal of paraphernalia, in addi tion to the building Itself, were de stroyed. The fire started in the "washing room." The origin is not known. The Red Cross hospital and the nurses' home adjacent to the plant were both menaced. Police of Paris Use Gas to Get Deserter Paris, July 21. Tear producing gas such as is used on the battle front was utilised by the Paris police to capture a deserter named Thouln, who resisted them In his apartment in tho Rue Andre Del Sarte. Protected by a steel shield, a police man braved the armed recalcitrant, and bored a hole in the door, wherein he inserted a tube for the gas. As soon as he realized the situation Thouln died soon after. Thouln shot himself, and his wife, half suffocated., opened the door.
