The Chamber of Com merce has Jone very little construc tive work," he said. "It Is a. mixture of easy groinjr highbrows and cheap I oil tics. The walking delegates of the Kmployers' association rest their legs on the leather cushions of Us soft divans. It gets its orders from the Arlington club, and the Arlington club is the residence of Portland the Spin ster." Wilcox Taken to Task West indicted Theodore B. Wilcox, charging him with failure to serve the town that gave him his fortune. "He is one of the biggest and brainiest men in this part of the country and the most selfish," said the ex-gover-ror. Wert repeatedly referred to his con viction that the working people should be given a part in the councils of the city, yet he said the effort of the last election and the "antl-consplracy ordi nance" was to Russianlse them. He declared that labor looks upon the Chamber of Commerce ss a "chamber of horrors" and that the grange looks upon that organization as a "chamber of corporations." He expressed a de gree of confidence In E U Corbett. recently elected president, saying, "He is a clean cut strong young man who will do good work for Portland, if only the Arlington club influence doesn't warp his Judgment." ' Tlwrt Families" Disappoint "Portland people have been looking to their 'firrt families' for leadership, and they haven't led." was one of West's final shots. "It is time," he de clared, "for Portland to realize that It must produce Its own leadership, time to cease waiting for the first families to move and to go forward, respecting the past, charitable with the present. and unitedly saluting the future.
