Abnormal weather conditions and a scarcity of labor will greatly affect the spring planting of cotton and all other crops, according to information obtained by the "press bureau" of the department of agriculture. In previous years the first planting in the southern belt has occurred about March 13, but on account of a heavy freeae in the zone planters have been delayed in starting their work. Information has reacehedvthe de partment that labor la scarcer than at any former planting season. The price of labor has advanced from 10 to 25 per cent and Is hard to get at any price. The shortage of labor, according to the department, is also beir.g felt in the great grain states in the west. Canada Is Sending Agents. It was hinted by one department official that the department of labor may be asked to take a hand In the situation and help provide the neces sary labor. This move is prompted by the action of the Canadian govern ment in sending agents into this coun try to hire men to work on the Cana dian farms. The department's report on the aver age wage of the male farm laborer with board at present Is S23.25 per month, while) it Is $33.82 without board. A department official today pre dicted that cotton might even go high er than the peak price 'of 19.6 cents per pound, reached last year. One important factor In the (forecast of a high price for cotton is the action of the federal shipping board in its endeavor to construct a large Ameri can fleet of wooden ships. Last year vast stores of cotton were tied up for the lack of bottoms to transport it Early Vegetables Destroyed, The department reports that the cold weather In the south, especially in Florida, Texas and southern California, has partially destroyed the early crop of vegetables. This early vegetable crop, depart ment officials say, a ill be from three to four weeks later than usual. The weather at the . points mentioned reached a temperature of 24 degrees above sero, or eight degrees below freezing point. Telegrams received by tha depart ment state that potatoes were frosen in the ground and are probably dam aged 60 per cent by the freeze. The lettuce crop was almost totally destroyed. - Watermelons, cantaloupe and all other tender vegetables In southern California were killed. . In many cases the crops have been replanted. DK.
