Jouno of . Bitter. Lowe & Co. Mr. Jouno re ' ports that during the past three months he baa done over $20,000 worth of busineaa In renting and leasing Oregon farms. "And," he contlnuea, "I have no doubt that other farm land of the state are Just as much In de mand as those listed with thi com pany." Small farms; says Mr. Jouno, are not under any unusual demand, nor la there any (phenomenal Increase In the number of sales, but for well equipped farms of 160 acres or more, there aro more prospective renters than there are farms to supply them with. : "Farm rentals all over the state have been forced up," Mr. Jouno said. "Lead that has been renting for sev eral years at $5 an acre la now going readily at 6 and 17. "A great deal of the demand cornea from eastern states, notably Iowa and Indiana and Is the result of good ad- - vertlslng. The production of potatoes in France, Great Britain, Italy, The Netherlands, Canada, the ' United States and Japan amounted to 1,053,209.000 bushels in 1916. according to a cablegram received by the bureau ofcrop estimates today from the International Institute of Ag riculture in Rome. This production was 86.4 per cent of last year's crop. Aus tralia's wheat crop for 1916-17 was M0.3 per cent of the previous crop or 143,487,000 bushels. Under the , Forbes bill dishonest newspapers in ' Coos county ' again can conspire to swindle the county out of $11,600 for publication which coats the papers only $2000. Under the Forbes bill taxpayers all over the state will continue to be at the mercy of newspapers which are out for the graft Incident to the publica tion of the delinquent tax lists. . OregoBian Can Repeat. Under the Forbes bill, "an honest. meritorious and square dealing meas ure," the Oregonian will continue to pick the pockets of Multnomah taxpay ers. If .the conditions which prevailed in 1889 were to arise again, the Ore gonian, under the Forbes bill, might once mora . wring - from Multnomah county $80,17 for a singlo year's pub lication of the delinquent tax lists. The Forbes bill provides for mail notices to delinquent taxpayers but this means little, for In the great ma Jorlty of Oregon counties it has been the practice to send out sucn nonces in addition to the publication of the delinquent lists. Under the Forbes bill the delinquent taxpayer who has re celved tho mail notice will still find his name in the published list unless he has paid up in the meantime. Bill alvem raise Halo. In a newa article on the first page of the Oregonian laat Sunday these state ments appeared: Attorneys in the house agreed that the act (Forbes bill) Is the most sci entific and the most economical in ef fect in any state in the Union. Forbes gave the subject careful attention for several weeks while he had the bill in the judiciary committee of which he is chairman. He studied the laws of sev eral other states and incorporated the best features of ach one In the bill." The full text of tab Forbes bill is given below. That chapter 275. gen eral law of Oregon of 1911, as amended by section 1 of chapter S01,' general lawa of Oregon of 1913, be amended to read as follows: "Bectlom 1. Within SO days after taxes become delinquent each year, the tax collector shall send to each person, firm or corporation shown la the tax roll as owning real or per. sonal property therein, on which the taxes for snca year have not been paid, notice containing a brief de scription of such personal property; which notice shall also specify the amount of taxes due and delinquent on said real or peraonal property and ths rates of interest and penalties applicable thereto. Eacn notice of do Unquent taxea on or charged agatnat real property shall also com tain a statement of the data on or after which a certificate of delinquency may bo leaned, aa provided by law. "Four montha after the date when taxes charged against real prop erty are delinquent the tax collector shall cause to be published once each week for four successive weeks in the newspaper or newspapers seiecteu by the county court to publish county court proceedings under the provisions of section 2902 of Lord's Oregon Laws, a notice stattng a description of the several parcels of real property upon whih taxes are delinquent, "the amount of taxes, and the name of the owner, If shown upon the tax roll. and a statement that six months after such taxes are delinquent, a tax cer tificate of delinquency will issue therein, as provided by law. Such notice shall be published for a price not exceeding the price prescribed by section 2903 of Lord s Oregon Laws. "The tax collector shall forthwith cause to do postea -a copy of the printed notice in four public places in his county for four weeks, com mencing four months after the date when such taxes' become delinquent. and shall file in the office of the county clerk of Ms county a copy or such notice, with a certificate in dorsed thereon setting forth that such notice had been posted in four public places in his county," as hereinbefore provided; provided, however, that in counties of 100,000 or more inbabi tants the county court of said coun ties, sitting for county business, shall cause said delinquent tax list to be published in two dally newspapers of general circulation, which newspapers shall have a circulation of more than 10,000 bona fide, sworn and ascer tained circulation, which newspapers shall be published and circulated in said county, and that each newspaper so published shall be compensated at the rate of two cents per column inch nonpareil type for each 1000 of actual bona fide and ascertained general clr eulation, said column to be not less than two Inches wide; provided fur ther, that the provisions of - this act shall not apply where the. amount of tho taxes so delinquent, against any parcel of real property is Jess than J1.00." ; Beeatlfat adait plash or Broadcloth eaakeW a hebBiag, eutaide box. hearse, two aatos sad serv leas for.......
