In proposing an amend ment for a referendum by the peo ple of the District of Columbia on a prohibition law, and at the eame time is opposed to the initiative and referendum and also to a national amendment to be voted on by the states. lie asserted that he adheres to tne principle of local option, and he drew a distinction between referring a to be brought before the house for limited debate and vote. Predictions are freely made that it will pass. This will bring on one of the Spec- ' tacular fights of the session. Secre tary McAdoo, whose department deals with public building construction, said some pointed things about omnibus building bills in his annual report. He asHerted that small towns under such b'lls get buildings they should not have, and large cities, where crowded conditions cry for remedy, are neg lected. It Is assumed that Secretary McAdoo voiced the viewpoint of the president. It la significant also that Assistant Secretary Newton of the treasury de partment, who Is directly in charge of public buildings, gave out a strontr statement supporting his chief and intimating that a presidential veto may await any future public buildings bill on "omnibus" lines. 1 May IncluOe New Project. The district prohibition bill is built along the same lines as the law of Oregon, and many other dry states. It allows the importation for personal use by one member of a household of 0n -quart of distilled liquor, or one gallon of beer or one gallon of wine In a month, forbidding manufacture, sale or giving away. personally I am Inclined to favor putting a few of them Into the bill. Judge McGinn yesterday afternoon signed an order which will make It possible for Hamilton Johnstons, at torney for the East Side Mill & Lum ber company, again to appeal to the supreme court the notorious "and" and "or" case. The court's order is that Johnstone may have 10 days from the time the court reporter files in court a sten ographic report of the testimony in the case, In which to file a transcript on appeal. B. Ships on Basis to Compete With tne British. New York, Dec 21. (U. PJ The United States soon will be able to compete fairly with British shipping by use of the Panama canal. General George W. Ooethals, former governor of the canal-sone, declared yesterday in an address to the New York Mer chants association at the Astor hotel here. He said American ships soon would be placed on the same basis of canal tolls as British vessels through a bill now in congress. The United States, Goethals said, soon will begin payment of the debt on the canal through revenue from its use. He predicted traveling soon will become faster because slides have been stopped by widening of the channel. He favored turning over resources of the canal zone to American merchants, contending that, as American money had paid for development. Americans snouid gain the profit.
