himself was trying to lay a "trap"
by attacking this bill and calling it
dishonest because it does not abso
lutely forbid importation of liquor
into the capital city. The Texan said
he had been advised that such a pro
vision probably would be unconsti
tutional, and the whole bill be thus
endangered.

have, and large cities, where crowded
conditions cry for remedy, are neg
lected. It Is assumed that Secretary McAdoo
voiced the viewpoint of the president.

Secretary Newton of the treasury de

statement supporting his chief and
intimating that a presidential veto
may await any future public buildings

New York, Dec 21. (U. PJ The
United States soon will be able to
compete fairly with British shipping
by use of the Panama canal. General
George W. Ooethals, former governor
of the canal-sone, declared yesterday
in an address to the New York Mer
chants association at the Astor hotel
here.
He said American ships soon would
be placed on the same basis of canal
tolls as British vessels through a bill
now in congress.
The United States, Goethals said,
soon will begin payment of the debt
on the canal through revenue from its
use. He predicted traveling soon will
become faster because slides have been
stopped by widening of the channel. He
favored turning over resources of the
canal zone to American merchants,
contending that, as American money
had paid for development. Americans
snouid gain the profit.
