Secretary of Lumber . v Co, Suffering From Par-'-anoia, Doctors' Decision fcsrry C Movrey, Portland business luan and former contender for the ; presidency of the East Side Mill & ' Lumber company, was yesterday de clared to be Insane by a board of phy sicians sitting in county court, lie was turned over to the custody of his at- torney, George Brooks, for temporary custody until arrangements for, him ; were made that would be satisfactory to the court or he was committed to . an asylum. The physicians say Mr. Mowrey was found to be afflicted with paranoia. The decision of the physicians fol lows a bitterly fought trial which lasted four days.' Mowrey claimed that his relatives were trying to 'Tr.ilroad" him to the anylura. Two of hia. brothers and one cf bis sisters appeared against him in the sanity hearing. According to the testimony, Mr. Mowrey. who was formerly secretary manager of the company, displayed strange mental perturbation because of his defeat for the presidency of the company by John P. Miller. Following Miller-s election by a narrow margin, Mr. Mowrey, it was shown, evidenced disarrangement of mind by making un reasonable charges of mismanagement on the part of President Miller. A. number of witnesses for the ac cused, however, testified that Mowrey Was in no way mentally unbalanced. Injunction Issued in Local Cement Case Certain Officers and Stockholders Axe Accused of Conspiring la Ihe Se stralnt of Trade. Federal Judge Robert R. Bean has is sued an order addressed to R. P. Butch, ard of Victoria, B. C, president of the Oregon Portland Cement company, M. J. Ballard, director; L. C. Newlands, director and superintendent; George MacDonald, secretary: Clark M. Moore, salesmanager, and Charles Boetteber of Denver, stockholder In the Oregon company, and president of the Cement Securities company, to show cause why a temporary injunction should sot issue against them, ousting them from all relation to or influence with the Oregon Portlan'd Cement company. The order was Issued on applica tion of A man Moore, vice president and treasurer of the concern, whose charge that the persons named have conspired in restraint of trade and whose suit for (1,500,000 damages al ready is before the court. Moore's action Thursday was a new step in his fight to show the existence of a cement trust. In addition to the litigation started, by Moore, the gov ernment has been carrying on its own investigation of the cement trust charges. Los Angeles Loses On Jitney Traffic I,os Angeles, Sept. 16 Los Angeles is losing between $2000 and $3000 an nually because of the Jitney bus traf fic, according to President Betkouskl of the city coirncll. The los-, he said, has been caused by reduced franchise payments of the street car companies, which pay 2 per cent of their gross receipts to the city. B0DYI0F5UP0WN MAN IS FOUND BY RIVER NEAR SALEM No Clue Found on Skeleton Evidence Leads to Belief of Foul Play. Dallas, Or., Sept. 16. The skeleton of an unidentified man, apparently the victim of foul play, was found In the driftwood Friday on the McLench faim on the Willamette river about six miles beow Salem. Few of the clothes remained and the flesh was nearly all wasted away by the elements. The discovery was made by W. E. Hobbs, some 400 feet from the river. The body had evi dently been deposited there In Febru ary, the last time the water reached that height. There was nothing to give the slight est clue as to who the man was. Judg ing from his clothes be was In good circumstances. The suiting was of excellent material and had either been dark blue or black with a hairline stripe. He wore a soft white shirt with stripes in it. a belt and also sus penders. His necktie was of high qual ity silk as is evidenced by the fact that after months in the water It has lost none of its coloring nor has the fabric suffered from the water or ex posure. In one of the pockets there was a bunch of keys one pass key such as is used to unlock a door lock and about a dozen smaller ones such are used on locks to office doors. The teeth are good, quite large and prominent. On the front lower Jaw, there is a three-tooth porcelain bridge anchored on each side by a gold crown. The man was probably somewhere between 25 and 35 years of age. California Has 207,816 Autos. Sacramento, Cal., Sept. 16. (P. N. S.) California has 207,816 automo biles, according to registration figures given out here today by the motor ve hicle department. Automobile owners have paid into the department up to date this year $1,999,986, while the de partment s gross inceme was $2,109,488 for the same period. Registered mo torcycles number 28,510. PERRYDALE MILL LACKS FLOURING GARS TO SHIP 1000 Tl ONS OATS Flies Complaint Against the Southern Pacific With the Public Service Commission Salem, Or., Sept. 16. The Perrydale flouring mills of Perrydale, notified the Public Service commission Friday afternoon that it was threatened with serious loss as a result of the failure of the Southern Pacific to furnish carB Since September 1 orders for 24 cars wanted at Perrydale have not been filled. The company also has been unable to get four cars for Broadmead, The complaint says that the firm has a contract calling for the delivery of 1000 tons of oats to Portland this month and the price is higher than oats sell at now or are likely to sell for in the near future. The company has enlarged us ware house space to a large extent, but owing to the congestion it is not suf ficient to accommodate the shipments now, it asserts. Figures of the public service com mission Friday afternoon showed a car shortage on the Southern Paciflo of 1432, a decreaso of 44 from Thurs days record.
