Taking advantage of growing Indifference to American opinion advocates of a strong submarine policy have re-opened the campaign for a more effective use , of the German U boats. The German people now realize that hostilities will not enl this summer and may drag Into next year. Faced with this fact they are united In the deir to see the war pushed with the utmost vigor until the allies are brought to terms. This feeling, epreadlng gradually throughout the empire during the pant weeks, hats been seized upon as a weapon by tti men who condemned Chancellor von Bethmann-Hoilweg for yielding to -tho United States in the recent submarine controversy. The. chancellor at the present mo ment has the upper hand. But the recent slackening of the press consor ship has been followed by some, bold statements regarding the effective ness of the submarine weapon whlcn Germany still possesses, and by re newed activity on the part of the Navy league. General Change IToted. It Is Impossible to forecast what the result will be if regard for American opinion- gives way more and more to the determination for aggressive measures to bring the war to a vic torious end. Europe's unfriendly reception of President Wilson's peace talk before the League to Enforce Peace, perhaps caused interest in Germany to veer away from America. At any rate. It is held here that the president's failure to obtain a response has not added to his Influence. During recent conversations with public men I have noted a general change in their attitude toward Amer lea. Summing up the German view-j point right now is about this: Not "Worried Over Bussla. But the fact that be has sold the bo vine means nothing absolutely nothing to patrons of the Haz elwood. lev other words this particular cow aid not contrib ute, her lacteal fluid for use of ice cream patrons. Therefore there will be no reduction either In quantity or quality of cream served at the Joyce place. Another thing Joyce did not sell the cow for any particular reason except that he had no further use for her. This to his mind constituted reason enough. He wanted $65, but he did not know anybody who wanted n good cow even at this price until a Journal want ad located a buyer and sent him and his cash to Interview Joyce.
