German Advocates of U-Boat
Warfare Take Advantage
of Changin'g'Opinion,
HOLLWEG YET CONTROLS
Indifference to American Views, How
ever, In Growing and Slackening- of
' Censorship Briars Statements.
By
Berlin.
Carl AV. Ackerman,
June 21. (U. P.) Taking
advantage of growing Indifference to
American opinion advocates of a strong
submarine policy have re-opened the
campaign for a more effective use
, of the German U boats.
The German people now realize that
hostilities will not enl this summer
and may drag Into next year. Faced
with this fact they are united In the
deir to see the war pushed with the
utmost vigor until the allies are
brought to terms. This feeling,
epreadlng gradually throughout the
empire during the pant weeks, hats
been seized upon as a weapon by tti
men who condemned Chancellor von
Bethmann-Hoilweg for yielding to -tho
United States in the recent submarine
controversy.
The. chancellor at the present mo
ment has the upper hand. But the
recent slackening of the press consor
ship has been followed by some, bold
statements regarding the effective
ness of the submarine weapon whlcn
Germany still possesses, and by re
newed activity on the part of the
Navy league.
General Change IToted.
It Is Impossible to forecast what the
result will be if regard for American
opinion- gives way more and more to
the determination for aggressive
measures to bring the war to a vic
torious end.
Europe's unfriendly reception of
President Wilson's peace talk before
the League to Enforce Peace, perhaps
caused interest in Germany to veer
away from America. At any rate. It is
held here that the president's failure
to obtain a response has not added to
his Influence.
During recent conversations with
public men I have noted a general
change in their attitude toward Amer
lea. Summing up
the German view-j
point right now is about this:
Not "Worried Over Bussla.
Sixty per cent of Americans are
against us; 30 per cent are for us; 10

The military and economic -situation
convince the Germans that they have
nottiing to fear from a continuance
of the fighting,. An admission In an
article In the London Dally Mall that
the British food blockade cannnt force
Germany to terms has been widely
ead here. In view of the recent eleh
tfays, of rain, followed by Ideal weath
er for crops, the German people are
convinced that they cannot be starved
out.
The Risslnn offensive hasn't dls-
turbed the public mind. "The Cologne
Gazette decrees that the Russians not I
-only have been halted, but that a sue-
cessful German counter move Is al-
ready under way. The Russians, the

lle of the allies, as Is evidenced bv
the fact that the Roumanian queen is
soon to visit Berlin.
Allies Us Magnifying Glasses.
The Lokal Anzeiger .emphasized an
qtlier phase of tbe situation today.
Referring to the Knplish losses in the
fckttger Rak enaRenvent, to the French
losses at Verdun and the Italian losses
lii the Trentlno, the Lokal Anzelger
declared the allies were using magni
fying glasses to convert defeats into
victories. Tlie article concluded with
the statement that, since the allies
fall to realize they are beaten there is
only one thing tor Germany to do
tight the war to a finish.
Munich Food Riots
Declared Serious
Bavarian King Compelled to Intervene
and Personally Exhort Subjects to
Have Patience Little Longer.
Milan, Jt.ne 21. (I. N. S.) The
Munich food riots are undoubtedly se
rious, .since the king of Bavaria has
been obliged to Intervene and person
ally exhort his subjects to have pa
tience a little longer.
But wh;it Kins Ludwig ignores is
that the rioters clamored n,ot only for
bread; bur. for peace.
The raor, having become Infuriated
by the Insulting behavior of some offi
cials, attacked the police! and, s.s the
soldiers .'ok sides with the mob, they
soon routed the police squads atjd be
came for the moment the masters of
the situation.

Gilbert Joyce Has
Sold His Cow; What
Was the Reason?
Gilbert Joyce has sold his
cow. He is, as most everyone
knows, Owner of a large share
In the Hazelwood, on upper
Washington street. But the
fact that be has sold the bo
vine means nothing absolutely
nothing to patrons of the Haz
elwood. lev other words this
particular cow aid not contrib
ute, her lacteal fluid for use of
ice cream patrons. Therefore
there will be no reduction
either In quantity or quality of
cream served at the Joyce
place.
Another thing Joyce did not
sell the cow for any particular
reason except that he had no
further use for her. This to
his mind constituted reason
enough. He wanted $65, but
he did not know anybody who
wanted n good cow even at this
price until a Journal want ad
located a buyer and sent him
and his cash to Interview
Joyce. The interview was suc
cessful. To be successful has
become a habit with Journal
ads.
