Bear Clique Has Control of Wheat In Chicago Trade aitcago. March 21. N. 8.) Wheat price today faced another distressing move ment la the pit. The opening la all three elaauea waa fractionally under yesterday's close and In the first boor prlca were lrreg clar and failed to poet a recovery. " Tale came somewhat a surprise to the boll-, who had figured that world conditions are well discounted, . and that the winter wheat outlook should be considered a near future factor and favorable to their aide. It ap peared today that tome ot the large dealer who have been acumnlatlng on the decline are trpmg to keep prlcea down until they are thoroughly fixed for the 'upward movement. Accumulation ha been heavy, and the upturn will probably receive hearty support when it tarts. Corn and oata were unusually active during the first hour of trading. Eaaters mill, Interests did not stay eat ef the buying field long enoagtr for the sversge sheep owner to discover their absence. They made much ado of their withdrawal from tbe market, bat they were back again tato the baying ring before anyone could say "Jack Robinson." Tb troth of the matter la that wool in terests are. famished for , anppUea. - While the extreme strength of the rag or shoddy market la worryinc some of tbe woolen mill interests more than the advances in the price ot virgin fleece, they are nevertheless dis posed to tie up aUvthe cap they can lay their bands on. A recent Boston mall advice aaya: Both Into and out of the . Boston market wool ia moving st s noteworthy rate this year, arrival thua far In the current quarter approaching I2&,ooo,000 poanda, compared with ka. than one half that amount for the cor responding period of 1916. The gala ia re ceipts ot domeatie wool this vear haa bees relatively alight. It ia the Import movement that looms ap nrprislngly large, showing to dat s total close to 100.000,000 poanda. It naturally followa that a good maaafae tutors' -demand baa been in evidence furnish ing the incentive- for all these arrivals of domeatie and Imported stock. Tb summary of shipments by Boston wool dealers to tha manafactnrer of this section confirm that Imoreselon. for it amtear that about 73.000.- 000 poanda of wool nave already gone Into consuming channels, no early ana actively has tbe market at tea seaboard made its requirements felt, that re ports from primary points in tbe northwest are conclusive aa to. the general conviction anong domeatie wool growers. Prices, too, are strongly upheld and prom inent eaatern houses are steadily placing good orders in tha states where- early shearing takes place. Farther north there la more talk of holding out for higher quotation. JKoat of tL wool purchaser this rpring will be obliged to get upon a much higher plan of vaiuea than that which characterised their bidding of -a year ago. Conditions ar such In the import trade that la the near future the American market wiU be more largely- dependent upon domes tic clips- for several months, not only be cause bf the shifting season in tbe southern hemisphere, bat becaaa of British colonial embargo provisions. One is a Washington bank, tbe other banks are west of the Cas cades. Public announcement of the changes will be made as soon as' of ficial sanction from both tha Wash Inxton and the atate banking depart ments is received that they may do so. In the ease of the Benton county National bank two principal reasons were given. One was that it desired to enae 111 iou .111a v wu . tate to an extent not allowed under its national charter, so that it might bet ter serve its clientele. The second was that it did not care to continue longer nnder a system which exacted tne making of so many expensive reports aad conducting so many different In vestigations, Official reasons for tha three re maining' banks making -the changes have not been received. In two cases the shanc: will result In the union of a atate and a national . bank and the taking up of the state charter, In the third case a national and state In stitution, owned by the same Set of stockholders, will take over the charter of ther stats bank. ------ Portland bankers are much Inter ested In the proposed changes, and are awaiting official announcement of the action to be taken. ' Portland Bank T-arge. ta Pacific HoTt-wost I n reviewing the report of the condition of the banks of that city, the Seattle Post-Intelligencer boasts that Seattle has th distinction of hav ing the bank with the largest deposits of. any Dank in the Pacific northwest, It says: Not content with leading the north west In totaP deposits, Seattle also has the first tank in rank of total depos its. The Seattle National bank iea"ds all northwestern banke with tbe total deposits of $15,699,642.70. - That this claim is an egregious error, and that the First National bank of Portland has led all the other banks of the Pacific northwest for the past two years, might easily havt. been as certained by the writer if he had con sulted the returns made by the Port land banks. Since the consolidation of the com mercial deposits of ths -Security Na tional bank and the First' National bank under the latter name, two years ago in July, the deposits ot the First National bank have never been below $17,000,000, and at the latest call of March 7, 1916. they were $18,661,111.88. This is practically $3,000,000 greater than the deposits of the Seattle bank which nearest approaches it in slxe. ' ShlUpplne Bonos XTe Obligation of United Btatese This column has con tained from time to time several ref erences to the campaign being carried on by the national bank section of the American Bankers' association to have congress provide for some form of guarantee of payment for ths out standing issues ot Philippine bonds la case the islands are granted their in dependence. The bankers have beld that while these bonds are not a direct obligation of tha United States ths TTnited States is morally responsible 450""f6r "their payment. The issues were put out under the' sanction' of the United States both as to their amount, form and legality, and that because of all these conditions they., have been re ceived by the investing, public as prac tical obligations of the United States. They are acceptable to the govern ment for security Tor banks receiving postal 'savings deposit a fntervisws with local bankers ay favored tbe same point of view. In order to get a more definite idea of ths point of view of the members of congress Ths Journal asked its Wash ington correspondent to mak a spe cial report on th. subject. ' Senate Oommittse Takes Opposite Point of View. The report of the Washington bureau of The Journal says: . "While the insular affairs commit tee of the house, in charge of the Philippine bill, has received numerous protests from bankers because it fails to contain any provision for support ing Philippine bonds as obligations of the United Btates, that view has not impreesed the committee, and Chair man Jones has been directed to re port the bill to the house just ss it came from the senate." "Tha bankers are mistaken aa te thf United States having any moral obli gation in connection with these bonds," says Mr. Jones.
