mention was made In these columns
some time ago, which changed from a
national to a state bank, three other
banks in the territory tributary to
Portland are in process of taking tbe
same step. One is a Washington bank,
tbe other banks are west of the Cas
cades. Public announcement of the
changes will be made as soon as' of
ficial sanction from both tha Wash
Inxton and the atate banking depart
ments is received that they may do so.
In the ease of the Benton county
National bank two principal reasons
were given. One was that it desired

tate to an extent not allowed under its
national charter, so that it might bet
ter serve its clientele. The second was
that it did not care to continue longer
nnder a system which exacted tne
making of so many expensive reports
aad conducting so many different In
vestigations, Official reasons for tha three re
maining' banks making -the changes
have not been received. In two cases
the shanc: will result In the union of
a atate and a national . bank and the
taking up of the state charter, In the
third case a national and state In
stitution, owned by the same Set of
stockholders, will take over the charter
of ther stats bank. ------
Portland bankers are much Inter
ested In the proposed changes, and are
awaiting official announcement of the
action to be taken. '

HoTt-wost I n reviewing the report of
the condition of the banks of that city,
the Seattle Post-Intelligencer boasts
that Seattle has th distinction of hav
ing the bank with the largest deposits
of. any Dank in the Pacific northwest,
It says:
Not content with leading the north
west In totaP deposits, Seattle also has
the first tank in rank of total depos
its. The Seattle National bank iea"ds
all northwestern banke with tbe total
deposits of $15,699,642.70. -
That this claim is an egregious
error, and that the First National bank
of Portland has led all the other banks
of the Pacific northwest for the past
two years, might easily havt. been as
certained by the writer if he had con
sulted the returns made by the Port
land banks.
Since the consolidation of the com
mercial deposits of ths -Security Na
tional bank and the First' National
bank under the latter name, two years
ago in July, the deposits ot the First
National bank have never been below
$17,000,000, and at the latest call of
March 7, 1916. they were $18,661,111.88.
This is practically $3,000,000 greater
than the deposits of the Seattle bank
which nearest approaches it in slxe.

on by the national bank section of the
American Bankers' association to have
congress provide for some form of
guarantee of payment for ths out
standing issues ot Philippine bonds la
case the islands are granted their in
dependence. The bankers have beld
that while these bonds are not a direct
obligation of tha United States ths
TTnited States is morally responsible

out under the' sanction' of the United
States both as to their amount, form
and legality, and that because of all
these conditions they., have been re
ceived by the investing, public as prac
tical obligations of the United States.
They are acceptable to the govern
ment for security Tor banks receiving
postal 'savings deposit a fntervisws
with local bankers ay favored tbe
same point of view.
In order to get a more definite idea
of ths point of view of the members of
congress Ths Journal asked its Wash
ington correspondent to mak a spe
cial report on th. subject. '
Senate Oommittse Takes Opposite
Point of View. The report of the
Washington bureau of The Journal
says:
. "While the insular affairs commit
tee of the house, in charge of the
Philippine bill, has received numerous
protests from bankers because it fails
to contain any provision for support
ing Philippine bonds as obligations of
the United Btates, that view has not
impreesed the committee, and Chair
man Jones has been directed to re
port the bill to the house just ss it
came from the senate."
"Tha bankers are mistaken aa te thf
United States having any moral obli
gation in connection with these bonds,"
says Mr. Jones. "1 was a member of
this committee when these bonds were
authorised, and remember Jthe circum
stances quite clearly. Besides, it is
all a matter of record In bearings beld
at that time," '

more so than Oregon is obligated to ,
stand behind the city bonds of Port-

"From these facts-it will be seen
that there Is no good foundation for
claiming that these bonds are moral
obligations or the United States. The
