Hrockway. i T,lk0 many other tilings showing performance and power, the sout movjment can be traced back to widely separated sources where constructive Ideas came to boy workers and were tested with varying degrees of success. In America tnere have been a number of organizations, methods, plans and principles that nave proven effective. In lireat Britain Sir Baden-Powell became the organizing genius w ho took lieely. as he himself says, the ideas and methods of American workers and compacted them together with his own conceptions into the scout scheme. He did this so successfully that the en rollment of British boy scouts soon grew Into the hundred thousands, with the emphasis not on the military side, but on peace virtues and aa interest ia the trades. United States I a da. 1 But It has been left to the United States to show what the system of aeoutin can accomplish when It re turns to the land In which the larger number of Its working ideas and prin ciples originated, and where the mili tary features of the work are entirely eliminated. The emphasis and ideals of the movement belong here to the highst plane thct of efficient citiien ship, service and character building. There Is a call for the scout move ment because the boys in our modern life, and especially in our cities and Tillages, do not have the chance, as did the boys of the past, most of whom prew up in the country, to become strong, self-r-Uant, resourceful and helpful, and to get acquainted with na ture and outdoor life, without special guidance and training. Therefore, this movement brings the boys together in patrols and troops, and seeks to culti vate In them courage, loyalty. patriot Ism, fellowship, self-control, courtesy, kindness to animals, usefulness, cheer fulness, cleanliness, thrift, purity and honor. It believes that, with such training, American boys will, as men. be leaders In progress, peace and ali things right and good, y Patriotism Is Instilled. ! Tha scout movement is not military In thought, form or spirit, although it does Instill In boys such virtues as honor, loyalty, obedience and patriot lam. The uniform, the patrol, the troop and the drill are not for mili tary tactics; they are for the unity, the harmony and the rhythm of spirit that beys learn in scouting, it is in the wearing of the uniform and the doing of things together, as scouts, that they absorb the force and truth of the scout law, whici states. ""A scout is a friend of all. and a brother to every other scout." Maurice Howard has been made an assistant ecout master, and William Abramson has been made a patrol leader in Albina troop. Three troops have now been organ ised in the First Presbyterian church, the last troop of older boys, having been organized two weeks ago by Rich ard D. Randall, assistant to the pastor. The Scout masters now in charge of the troops in connection with the First i-resoyterian cnurcn are Richard D. Randall, George Tripple and L. R. Mc Kenzie. Sapid Headway Made. The troop recently organized at the Albina branch of the People's InsUtute la making rapid headway, and at the present rate will soon be completed. Scout Master Webster aays they will not be satisfied with anything under topping all the scouts In the city In scouting. Scouts Jack Stuerhoff, Per ley Slipp, Charles Woodhouse, Kenneth Robin ton. Ralph Herzog, Clifford Stelb and Edwin Matthews, of Troop 14, recently passed their written, oral and field tests as second class scouts, and are now wearing the badge of that degree a, their left sleeve. - s SIS!
