C. Oilman, president X the North Bank road. "My advice is to turn your atten tion to the country," he said. "There is no question but that the next decade will be an agricultural era. Think of your field of opportunity. The great Inland Empire has hardly been scratched. It ought to support five or 10 times its present popula tion. The same thing Is true of our splendid Willamette valley. It is not bringing the revenue that it should. When I made a critical analysis of the valley recently I was disappointed by the apparent lack of development and of people. There is a great opportun ity lying there that is not taken ad vantage of by you people of Oregon. "Your duty is to bring producers on the land and so bring prosperity not only to Portland but the state at large." Mr. oilman predicted that the end of the European war would see a great exodus from the battlescarred nations of Europe to this country and that an opportunity would come to tober 5 to allow the voters to decide whether that city shall issue bonds to the amount of $500,000 for the construction of a railroad from that city to Coos Bay. Considerable building activity de veloped in Bandon during the past week, the announcement of a new hotel structure being the chief enterprise of interest. Pile driving started Thurs day on three new concrete buildings aggregating In cost $40,000. Biggs & Buckingham, Lowe & Laird and Cap tain Johnson are the owners. The hotel wUl be known as tie New Hotel Gallier, and will be erected be side the present hostelry. It will be three. stories and basement, and win be 75x100 in dimensions. Bids will be received until October 9 for a general contract on the heating, plumbing and ventiUating of the pro posed Couch school building. Plans and details may be procured from F. A. Naramore. superintendent of school properties, at 303 Court House. The new Couch school Is to be erect ed at Twentieth and Hoyt streets at a cost of about $160,000. It win be of brick and concrete construction, with stone and terra cotta trimmings. It is to be two stories high, with a base ment, contain 24 class rooms, gymna sium, swimming tank, manual training quarters, and an auditorium to seat 700. Awards Expected Wednesday. Tbe proposed municipal barn to be erected at Sixteenth and Jefferson streets, bids for which were opened Thursday, wUl be the first building to be put up by the city where the quantity survey system has been used. No awards have been made by the city council as yet, but it is expected the contracts will bo let at Wednes day's council meeting. Twelve contractors bid on the gen eral contract, their bids ranging from $38,973 to $52,880. Separate bids were received for electric wiring and heat ing. Residence under Way. A $7500 residence Is now under con struction at East Nineteenth and Klickitat streets by F. E. Bowman & Co., architects, of the Commercial Club bunding, for Attorney Barge E. Leon ard, of the legal firm of Manning. Sla ter & Leonard. The building is to have a stucco exterior, seven rooms, two sleeping Dorches, tile bathroom, 'break fast room and full basement. There will be hardwood floors and white en amel finish throughout. A garage wUl be erected in the rear. Concrete Structure Planned. J. D. Hamilton of the Henry buUding is contemplating the construction of a building to cost between $30,000 and 340.000. on the corner of East Third and Oregon" streets. "I am sure," "he said, "that much of the progress of the Pacific coast is due to energy, op timism, sagacity and foresight of real estate men." He deplored real estate speculation, saying, "The price of real estate should be fixed, like all other commodities by the economical law of supply and demand. Its price should be exactly what it is worth for use." M. J. Clohessy was chairman of the day. The Realty Board has sent messages to Senators Chamberlain and Lane and to Representative Lafferty urging them to work and vote against the proposed tax on, real estate convey ances, mortgages, contracts and leases. This step was taken at the Instance of a letter from Thomas Sballcross of Philadelphia, president of the National Association of Real Estate Exchanges. The board also passed resolutions of sympathy addressed to the mayor on account of the recent death of George Albee. that city's new $15,000 city hall upon its completion last week, it is said to be one of the most modern munici pal buildings In the state. Work began last week at Esst Twen ty-ninth and Halsey streets on the coa struction of s new plant for the Pa cific Iron Works now located at the foot of East Burnside street. O. E. Heintz, proprietor of the works, has awarded the contracts to John Amaeter, contractor of the Railway Exchange building, for two structures, one a one story frame shop to cost $7500, and the other a ana Htnrv- frame ehnn and fonn. i dry to cost $9500. Hew Business Block Planned. Plans are being discussed for a four story brick bunding at the northeast corner of Grand avenue and East Alder streets, to be used for offices and stores. The structure would cost $S0, 000, and be 90x100 feet In dimensions. It is probable that the East Side Busi ness Man's club would use a portion of the building for club rooms, and that a bank would occupy part of the ground floor. Contract for Small Buildings. W. a Moore, 22 East Thirty-fifth street, has been given the contract for several' small buildings, with concrete foundations, to be erected for the Pa cific Oxygen & .Hydrogen company at Seventeenth and Center streets. The proposed structures are to house stor age tanks, which are to be built by Kruse & Kemper, Ambler, Pa. E. A, Finkheimer is the architect for the buildings. The cost will be $5800. Bracket Cluster T.i fills. ' Plans are now being made for" a se ries of bracket cluster lights for Fourth street- to be erected at the ex pense of .the property owners and busi ness men of that thoroughfare. The lights will extend from Yamhill to Burnside streets, the electricity being paid for by the Fourth street men. It is hoped that the new lights will make the street attractive for shoppers. 8. It will be turned over to the state as soon as the heating system is Installed. It is located lass than a block from the city hall, and forms a notable addi tion to Roseburg's public structures. The armory is finished in a cream tint and has an auditorium with a seating capacity of 2000. The build ing cost about $30,000. No. 2. Proposed church of Jesus Christ of the Latter-Day Saints, to be erected on the southeast corner of East Twenty-fifth and Madison streets. Work will be begun at once. The Rev. M. J. Ballard, pastor, will personally supervise its eonstructlon. Plans and specifications were re ceived In Portland last week from the architects. Pope & Burton, of Salt Lake. The edifice will be two stories In height, of concrete con struction with a brick exterior. It will be 42 by 61 feet m dimensions. The cost will be $15,000. No. 3. National theatre, which Is rapidly Bearing completion. The new bunding stands on Stark street, oc cupying an entire half block from Park to West Park. It wCl be- de voted to the presentation of motion strocxtng; a warehouse on municipal dock No. 1 Friday by the public dock commission. His alternate bids were $30,290 and $30,600. A two storv frame dwellfhr is to be erected on Hancock street, between East Thirty-fifth and East Thirty- sixth streets, by Mrs. Favorette GU- bert, of 1055 Hancock street. The cost win be $3500. Steblnger Bros, have been given the contract. Tlgard Property Sold. Robert E. Dwyer and George 1 80- derburg have purchased an unimproved 18 acre tract at Tlgard from George L. and Rboda Reed. The price was $150 per acre. Belford and Huff of Sell wood made the sale. T. M. C. A. xaya Cornerstone. The cornerstone of the new T. M. C. A. building now under construction at Astoria was laid yesterday afternoon by C C. Michener of Portland. It is a four-story concrete and steel structure and will cost In the neighborhood of $125,000. The Boyajohn-Arnold com pany is the general contractor. Aaron H. Gould drew the plans. The Na tional Amusement company, headed by Melvin G. Wlnstock, will operate the theatre. No. 4. New Burn side theatre. Fifth and Burnside streets, on which work is being rushed rapidly. It stands on the southeast corner and is of concrete construction, faced with white brick. It is to be absolutely fireproof. The body of the building will be devoted to the theatre, with a number of Btores flanking the the atre entrance and offices on the up per floors. It was designed by W. B. Bell and Is being constructed by W. C. Arthur & Co. The estimated cost is $50,000. No. 6. City social center building, Just completed In Huntington, Or., for Bocial purposes only. It Is 40 by 80 feet In dimensions and Is constructed of coast lumber. It will accommodate several hundred persona. The struc ture cost about $2000. Its mnt is vested in the dty council. bondings.
