NEEDS OF NATION AND HOME STATE Democratic Nominee for 1 Congress Supports Wilson Administration, ! Store Opens Daily at 8-30 a. m., on Saturdays 9 a m. Store Closes Daily at 5:30 p. m., Saturdays at 6 p. m. ADDRESSES JACKSON CLUB . . ' i? Improvement of Witit Wtfi Said to Bo Most Important Qntstlon, Bo for Ozog-on Today. ! The .need of the nation and of Ore goii were pointed out by A. F. Fie gel, ' Democratic nominee tor congress Irotn thla district. In an address read before the Jackson club at its ratification ban quet Friday night. Mr. Flegel was unable to be present In person, but his address was read for him by Thomas O. Greene, a fellow at torney. It virtually amounted to a ifvlarallitn 1-1 f nvlnptnlA anil rtnta fl 1 voters of his party. After pledging hi support to the ad ministration of President Wilson and the national platform of the Demo cratic party, although reserving the right to exercise his Judgmenton mat ters of principle, and decrying blind partisanship and obstructive tactics, Mr. Flegel said: Harbor Improvement Urged. The most Important question for Ore gon and the third congressional dis trict, in my opinion, is the continued Improvement of our water ways and harbors; and as our harbors and rivers arc improved so will our state develop. The rivers are the arteries through which flow the commerce of the world the very life of progress and devel opmentand, if I am elected to con- J gretts, I will cooperate wun every agency In the state to make our rivers and harbors sufficient for every re quirement of commerce, with the hope that ultimately any ship in the world may steam into the city of Portltfnd with a certain assurance of a safe har bor and passage to rhe sea. Stating that a merchant marine was equally an important as the Improve ment of rivers and harbors, Mr. Flegel scored the present laws as useless, and suggested the enactment of new legis lation to put the shipping of the Unit ed States on the same basis as that of other countries. Referring to the trusts, he said: Government Control Favored. Trusts, public service corporations and lirrge aggregations or weaiin in vested In the industries and commerce of the country Interstate in character should be subject to the control and supervision of the federal government, "and the interstate commerce act should be extended to cover all such Industries, or other laws should be passed which will accomplish that re sult." This country can never be happy nor prosperous unless the laboring classes a., itol t ti 1 rl ti ri ura nrnvlilArl with reasonably safe conditions of employ- j mem, i neueve me iaoor umuns ui the United Stutes have done more for the improvement or the condition of the laboring classed than all other agencies combined. X know the intol- . t i M t, 1.1 esaucn 01 weaim in ueauun wiin juui-. -vidua I workmen, and the helplessness of Individual workmen in dealing with viurth. 1 also know that labor unions i ive been, in many cases, intolerant masters. Disputes between capital and labor, be pointed out, should be settled along broad lines of humanity, each side rec ognizing the other's rights, and If un able to come to an amicable agreement, , they should arbitrate. He said that the public is usually the greatest suf- j fcrer from conflicts between capital ; and labor, and that they have a right; and will exercise the right to be heard In the setltement of the controversies. Child Labor Xaw. I favor a federal child labor law and a workmen's compensation act. Next In Importance to our rivers arid harbors is the question of oonser- . vatlon. Oregon is vitally interested 1 In the conservation of her forests, her j water power, her arid lands, her irri- i gated lands, her grazing lands, her : precious minerals, her coal and tier I ' oil land. Oregon is interested in a different way from the rest of tho j VllllBerVHllUII TCIIllll IllcaiiS Ilia UBO- st these natural products without wast-' Ing them and will consider it my duty j to secure, for Oregon such laws, rules I ana regulations us win peium iu u h OL KIl I la. l u I HI I cmmi I rn iui in c went fit of the people of Oregon. The arid lands of this state, which I can be reclaimed by Irrigation, require medal attention, and I consider no 1 one question of greater importance to J the state or more difficult of solution. I I favor reclaiming by irrigation an nch lunria throusrh national Irrigation by state or private enterprise. 1 favor homestead laws which will nmnve manv of the present unreason able restrictions upon bona fide home- j eminent land, and I favor such laws i as will make It Impossible for specu- I lators to acquire such lands. I favor opening for settlement to all home- , seekers every section of land within our national forest reservations, which Is more valuable for agriculture than for timber or minerals. Repeal Is Advocated. I will favor the repeal of all laws Vi rrmlt cornorations to surrender to the United States valueless lands J within the limits of the government . reservations, ann wnicn permit, in-; tairinn- in lieu thereof the most valu able land, subject to. entry, outside of! reservations. 1 tayor acquiring . an imiii within government reservations , and needed by the government by con- 1 demnation and not ny exenange. I believe the conditions in Alaska warrant the national eovernment In aiding the development of that conn- ' try and mailing it possmie u pui me vast natural resources stored therein to beneficial use, and that the coal mines of Alaska should be opened so n furnlnh the Pacific coast with cheap fuel for use In our homes and j all manufacturing purposes. i Mr Flegel further expressed hlm- wrlf as being In ravor.or airect legis lation, of national woman suffrage, of local option of the prohibition of federal licenses for the sale of liquor Arv territory and strict enforcement of the Webb law prohibiting the ship- j nnt of liauor into dry districts. He declared, for the strictest economy In I public expenditures and the reduction of the. burden of public taxation and added that he has no persona!, pri vate, or special Interest to serve, and i that his object will be to serve the ! third congressional district, and th ! state of Oregon with credit to his con-: stltuents and honor to" himself. He concluded by promising to make a . vigorous campaign. j SCULPTOR GETS DIVORCE Can Francisco, June 20.
