The .need of the nation and of Ore
goii were pointed out by A. F. Fie gel, '
Democratic nominee tor congress Irotn
thla district. In an address read before
the Jackson club at its ratification ban
quet Friday night.
Mr. Flegel was unable to be present
In person, but his address was read for
him by Thomas O. Greene, a fellow at
torney. It virtually amounted to a

voters of his party.
After pledging hi support to the ad
ministration of President Wilson and
the national platform of the Demo
cratic party, although reserving the
right to exercise his Judgmenton mat
ters of principle, and decrying blind
partisanship and obstructive tactics,
Mr. Flegel said:
Harbor Improvement Urged.
The most Important question for Ore
gon and the third congressional dis
trict, in my opinion, is the continued
Improvement of our water ways and
harbors; and as our harbors and rivers
arc improved so will our state develop.
The rivers are the arteries through
which flow the commerce of the world
the very life of progress and devel
opmentand, if I am elected to con- J
gretts, I will cooperate wun every
agency In the state to make our rivers
and harbors sufficient for every re
quirement of commerce, with the hope
that ultimately any ship in the world
may steam into the city of Portltfnd
with a certain assurance of a safe har
bor and passage to rhe sea.
Stating that a merchant marine was
equally an important as the Improve
ment of rivers and harbors, Mr. Flegel
scored the present laws as useless, and
suggested the enactment of new legis
lation to put the shipping of the Unit
ed States on the same basis as that of
other countries.
Referring to the trusts, he said:

Disputes between capital and labor,
be pointed out, should be settled along
broad lines of humanity, each side rec
ognizing the other's rights, and If un
able to come to an amicable agreement, ,
they should arbitrate. He said that
the public is usually the greatest suf- j
fcrer from conflicts between capital ;
and labor, and that they have a right;
and will exercise the right to be heard

a workmen's compensation act.
