'! r yfZ i CAMPAIGN PAMPHLET I. 1 " I I Candidate-for National Com mitteeman Asserts to Sec retary State Attack Made, LAW, VIOLATION CHARGED Attention Called to "Statute Which States Zonal loomj Given to Opponent. Protest has been filed with Secretary of State Olcott by Charles W. Acker son, candidate for RepiJbliean commit teeman for Oregon, agaltst the inclu sion In the official campaign pamphlet of a letter written by C. B. Moore, member of the dock commission, Urg ing Republicans to vote for Ralph Wil liams, Incumbent, and attacking Mr. Ac kerson. Mr. Ackerson states that Mr. Moorea' lntter la In violation of that section of the Oregon law which provides that each candidate against whom letters of opposition aro written shall have equal spatn the booklet to state- his slo of the lsmio. Me contends that Mr. Moores" letter is both an argiiiippnt In favor of xone candidate and an argument against another. This, declares Mr. Ackeraon, is unlawful. , The paragraph to which Ackerson objects reads: Chang In Registration Woted. "O. W. Ackerson registered as aPro gresalVe on January 8 this year, and on March 1 last, changed his registra tion to Republican, and Immediately filed liis declaration for Republican national committeeman, clearly show ing that his change in politics was for office only, as within 24 hours after he became a Republican he was a can didate for one of the -most important offices In the gift of the party. "Ttt average man is fairmlnded. arid every consideration of fair play calls fpr tho selection of a man for this Important office, who Js ant has been a consistent Republican, an 1 iWho lias given his time and energy In the interest of the Republican par tjv and not a tic.v convert who bs cotnes a Republican Just the day be fore he announces Ills candidacy for office. As a consistent Republican U't- should vote for a man whose Re publicanism is unquestioned." Mr. Aikcrson's letter to Secretary Olcott follow: Ackerson's Latter. "I beg to call your attention to Page 8. last paragraph, of the official pamphlet fr the .primary nominating election, Mav 15, 1914. same being an article entitled 'Ralph K. Williams, Candidate for Republican Party for National Committeeman' and signed .'Chas. H. Moores. Information fur liiahed by C has. B. Moores,' first copies of which were run from the press April 17. 1 notn that on the . page occupied by Ralph E. Williams, one aragraph is in the nature of an at tack upon or of argument against my nomination. "It seems clear to me that this la in violation of Hectlon 3487 of Lord's Ore Ton I,aws., which, after providing for the filing of statements by the can didates, or their friends, says: 'Any person or persons opposing the nomina tion of any such candidate may, not later than tho 39th day, before said nominating election, file with the sec- rotary of state their typewritten or printed . statements over their slf. imtures of the reasons why such can didata should not be nominated, and every such statement should be accom pan lea by proor. by affidavit, or sheriffs return, that they have caused to be cerved personally and in per son, upon such candidate a true copy of Kuehstatement. Each candidate shall be allowed one page of printed matter and those opposing him shall each be allowed one page of space on equal terms with him as hereinafter provided.' "I believe this has always been con st rued to forbid an argument against ne candidate being included In the argumerft in favor of another. - - Alleges Violation of Law. "These gentlemen who have with supreme disregard and contempt vio lated the laws of Oregon are the same wbo rode over and trampled under foot the wishes of the majority as ex pressed in the primary elections of 1912. "Who Is this Charles B. Moores? Ia he the same Charles B. Moores who, in his mad attempt t force Taft. tho .minority candidate, on to the majority of the Republican party, brought about lb defeat of that able and grand char acter, Honorable Ben Selling, for I'nited States senator? "Secretly and under cover of dark ness, these men have slipped Into the voters' pamphlet and attempt to take away. a right granted and guaranteed to me under the Oregon primary sys tem, the right of fair play, the right to refute an argument against me. "I'nder section 2487. lord's Oregon laws, 1 am entitled to be served par- sonally and in perwon with a true copy or any asgument against my candl Uacy. Minority Party Victorias. The leorard cannot ohange Its spots and once more we have an ex ample of the methods of the old gang, the methods that have torn asunder the Republican party and have made it easy 'for the minority party to placa . its candidates in high offices In the normal Republican stata of .Oregon. " "' "Under the rule of Ralph Williams. as committeeman, we have witnessed men of high standing and lofty char , actr sent down to ignominious defeat by the minority party. "FVr the first time in the history of . tna ranon, tne voters have an wooor tunlty to decide who will lead the party aa national committeemen. Un der tho old system, six men in the back room of some hotel. 8000 miles from home, fixed up the deal to suit themselves. We have the supreme ' opportunity to bury the standard larer of the old steam roller crowd on May i&. "Well knowing that r have against ma me most powerful, sinister arid unscrupulous politicians in the state. I ask that you, as an impartial officer f the. state of Oregon, see that I re ceive all the right and privileges rmniea ro me unaer the Oregon prt , wary nysrem. "Yours very truly. - ,"C. W.
