Democratic leaders believed at noon today that there was a bare chance of the resolu tion providing for the repeal of the exemption clause in the Panama canal tolls bill coming up for consideration in the house this afternoon. Considera tion of the rivers and harbors bill was being rushed In an effort to reach the canal matter. The initial fight on the canal bill was expected to center in the demands for more time for debate. A special rule. under which the resolution wiH get the right of way, .provides only 15 hours for debate. Many insist that the time bo Increased. A real debate on the resolution was expected to start not later than Tues day. A final votewas expected either Friday or Saturday of next week. Judge Daniel Thew Wright.
