Washington, March 21. Democratic
leaders believed at noon today that
there was a bare chance of the resolu
tion providing for the repeal of the
exemption clause in the Panama canal
tolls bill coming up for consideration
in the house this afternoon. Considera
tion of the rivers and harbors bill was
being rushed In an effort to reach the
canal matter.
The initial fight on the canal bill was
expected to center in the demands for
more time for debate. A special rule.
under which the resolution wiH get the
right of way, .provides only 15 hours
for debate. Many insist that the time
bo Increased.
A real debate on the resolution was
expected to start not later than Tues
day. A final votewas expected either
Friday or Saturday of next week.

nearly 70 years of age, reached here
late yesterday after covering 60 miles
from his home- at Rye Valley, on foot.
He was bitten' by a dog several days
ago, and fearing hydrophobia he came
here for treatment. He was on the
road two days and nights and Is but
little the worse for his experience. He
is ndt certain that the dog was infect
ed. Ferris has several Jagged wounds
on his arms from the animal's teeth.
Ferris is a oioneer prospector of
Baker county. He had not been

Washington, March 21. That Presi
dent Huerta has made a proposal
which may solve the Mexican problem

Mexican Foreign Minister Rojas con
versation with John Lind at Vera
