Bros., complainants against a large number of railroad com panies. This Is known as "the candy case" in which complaint waa filed in the fall of last year, alleging unreasonableness of transcontinental commodity rates ot 12.60 from eastern territories to Port land on candles in less than carload lots. Candy of valuation not exceeding 16 cents per pound Is classified third class and the transcontinental tariff named third class rates of $2.20 per 100 pounds. He was a trusty and secured an opportunity to escape while working on the prison farm. He was sentenced from Jackson county for petty larceny and had served seven months of sen tence of one to seven years. During the past quarter 114 permits, to appropriate wa-v ter, have been issued by the state en gineer, under which It is proposed to irrigate 49,071 acres, develop 1551 horse power and supply water for domestic and municipal use, according to a state ment Issued today by the state engineer's office. These permits also Include 11 for the construction ot reservoirs for the storage of 3029 acre feet In fees, 12288 has been paid the state for these privileges. "These permits cover some large irri gation projects, perhaps the most yn portant being that filed by the Oregon Land corporation, of Portland, which covers about 0,000 acres on the head waters of the Deschutes river In the vicinity of Crescent." says the state ment.
